Bill Title: Codifies the Federal Aid Disaster Fund as a federal trust fund in the State treasury. Provides that moneys received by the Illinois Emergency Management Agency and Office of Homeland Security from a federal department or agency may be deposited into the Trust Fund. Requires interest earned by the investment or deposit of moneys accumulated in the Trust Fund to be deposited into the Trust Fund. Authorizes the Agency to expend any moneys in the Trust Fund for the specific purposes established by the terms and conditions of federal awards received by the Agency and in any amount that the Agency deems necessary to make grants and pay expenses in connection with its emergency management and preparedness programs. Effective immediately.
