Bill Title: Amends the State Budget Law of the Civil Administrative Code of Illinois. Provides that, where funds appropriated for Fiscal Year 2016 for the payment of utility bills for State offices located in the City of Springfield are not sufficient, additional funds needed to pay those utility bills are appropriated from the general funds of the state and those sources from which those utility bills were paid during Fiscal Year 2015. Defines "utility". Effective immediately.
