Bill Title: Amends the Public Utilities Act. Provides that a public utility that provides both water and wastewater service may request in a general rate proceeding that the Commission allocate a portion of the public utility's water service revenue requirement for recovery through wastewater base rates or allocate a portion of the public utility's wastewater revenue requirement for recovery through water base rates, and, if requested, the Commission may approve the allocation if it can be shown to be in the public interest.
