AMENDMENT TO SENATE BILL 1421
2 AMENDMENT NO. ______. Amend Senate Bill 1421 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Public Utilities Act is amended by adding
5Section 5-118 as follows:
6 (220 ILCS 5/5-118 new)
7 Sec. 5-118. Water utility pricing reports by municipality.
8Privately held public water utilities shall provide to the
9Commission annual reports on April 1 of each year beginning the
10year after the effective date of this amendatory Act of the
1199th General Assembly containing the following information for
12the previous calendar year:
13 (1) the information included in Standard Appendix A in
14 the Statement of Operating Income with Adjustments;
15 (2) the actual cost of capital improvement projects
16 completed during the reporting year;

1 (3) planned capital improvements for each of the coming
2 5 reporting years;
3 (4) usage and revenue data by customer class within the
4 municipality;
5 (5) any available and applicable water quality
6 reports;
7 (6) reports of any major water leaks;
8 (7) a summary of water loss in the water distribution
9 system for the reporting year;
10 (8) a list of boil orders;
11 (9) a report on water sources divided by surface water
12 and ground water;
13 (10) a summary of revenue and cost information that
14 indicates how common costs to the privately held public
15 water utility are allocated across communities; and
16 (11) techniques and practices for allocated costs.
17 The privately held water utility shall provide a report
18containing this information for each municipality served by the
19utility. The privately held public water utilities shall
20certify the accuracy of the information provided under this
21Section.".
