AMENDMENT TO SENATE BILL 1421
AMENDMENT NO. ______. Amend Senate Bill 1421 by replacing
everything after the enacting clause with the following:
"Section 5. The Public Utilities Act is amended by adding
Section 5-118 as follows:
(220 ILCS 5/5-118 new)
Sec. 5-118. Water utility pricing reports by municipality.
Privately held public water utilities shall provide to the
Commission annual reports on April 1 of each year beginning the
year after the effective date of this amendatory Act of the
99th General Assembly containing the following information for
the previous calendar year:
(1) the information included in Standard Appendix A in
the Statement of Operating Income with Adjustments;
(2) the actual cost of capital improvement projects
completed during the reporting year;

(3) planned capital improvements for each of the coming
5 reporting years;
(4) usage and revenue data by customer class within the
municipality;
(5) any available and applicable water quality
reports;
(6) reports of any major water leaks;
(7) a summary of water loss in the water distribution
system for the reporting year;
(8) a list of boil orders;
(9) a report on water sources divided by surface water
and ground water;
(10) a summary of revenue and cost information that
indicates how common costs to the privately held public
water utility are allocated across communities; and
(11) techniques and practices for allocated costs.
The privately held water utility shall provide a report
containing this information for each municipality served by the
utility. The privately held public water utilities shall
certify the accuracy of the information provided under this
Section.".
