Bill Title: Amends the State Budget Law of the Civil Administrative Code of Illinois. Expands current continuing appropriations provisions to cover executive branch operations and all State universities (currently, the provisions cover only judges and the legislative branch). Defines "executive branch operations" to include all State agencies, the office of any constitutional officer, including any agency or entity reporting to a constitutional officer, and any agency, board, commission, or other entity of the executive branch. Effective immediately.
