Bill Title: Amends the Illinois Insurance Code to provide that a first-party claimant who has had a property and casualty claim denied in whole or in part and has obtained a payment in excess of the initial offer of the insurer shall be entitled to reimbursement of their reasonable costs incurred to substantiate the claim.
