Bill Title: Amends the Environmental Protection Act. Provides that all powers, duties, rights, and responsibilities of the Department of Public Health under the Asbestos Abatement Act and the Commercial and Public Buildings Asbestos Abatement Act are transferred to the Illinois Environmental Protection Agency. Makes conforming changes to the Asbestos Abatement Act and the Commercial and Public Buildings Asbestos Abatement Act. Effective July 1, 2013.
