Bill Title: Amends the Environmental Protection Act. In provisions regarding CCR surface impoundments, removes language providing that a permit issued by the Administrator of the United States Environmental Protection Agency under specified provisions of the federal Resource Conservation and Recovery Act shall be deemed to be a permit under specified State provisions. Effective immediately.
