Bill Title: Amends the Blockchain Technology Act. Prohibits a public or private entity from requiring an individual to submit a blockchain based identification system as a condition of receiving goods or services from the public or private entity. Amends the Biometric Information Privacy Act. Prohibits a public or private entity from requiring an individual to provide a biometric identifier or biometric information as a condition of receiving goods or services from the public or private entity.
