Bill Title: Amends the Blockchain Technology Act. Prohibits a public or private entity from requiring an individual to submit a blockchain based identification system as a condition of receiving goods or services from the public or private entity. Amends the Biometric Information Privacy Act. Amends the Blockchain Technology Act. AN ACT concerning civil law.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Blockchain Technology Act is amended by
adding Section 25 as follows:
(205 ILCS 730/25 new)
Sec. 25. Prohibited requirement. No public or private
entity that uses blockchain technology to conduct a
transaction shall require an individual to submit a blockchain
based identification system as a condition of receiving goods
or services from the public or private entity.
Section 10. The Biometric Information Privacy Act is
amended by adding Section 16 as follows:

Sec. 16. Prohibited requirement. No public or private
entity that collects, captures, purchases, receives through
trade, otherwise obtains biometric identifiers or biometric
information shall require an individual to provide a biometric
identifier or biometric information as a condition of
receiving goods or services from the public or private entity.
