Bill Title: Amends the Board of Higher Education Act. Provides that all powers, duties, rights, and responsibilities, including all relevant books, records, papers, and documents, of the Department of Central Management Services regarding higher education supplier diversity reports are transferred to the Board of Higher Education. Requires specified private institutions of higher education to submit an annual report on its voluntary supplier diversity program to the Board of Higher Education. Sets forth provisions on what the report must include and how and when the report must be submitted. Provides that, for each report, the Board shall publish the results on its Internet website for 5 years after submission. Requires the Board to hold an annual higher education supplier diversity workshop to discuss the reports with representatives of the institutions of higher education and vendors. Provides that the Board shall prepare a template for voluntary supplier diversity reports. Provides that any institution of higher education may submit to the Board, and the Board shall publish, a buying plan to assist potential vendors with understanding specific opportunities to do business with the institution of higher education. Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois to repeal provisions concerning higher education supplier diversity reports. Effective immediately.
