Bill Title: Amends the Illinois Controlled Substances Act. Provides that a prescriber may not be prosecuted for any alleged violation of the Act for prescribing, dispensing, or otherwise providing professional services, unless the prosecution is recommended by the Department of Financial and Professional Regulation in consultation with the licensed professional board under the appropriate licensing Act.
