Bill Title: Amends the Criminal Code of 2012. Provides that the penalty for knowingly buying or selling, or offering to buy or sell, a human body or any part of a human body is a Class 4 felony (rather than a Class A misdemeanor) for the first conviction and a Class 3 felony (rather than a Class 4 felony) for subsequent convictions.
