Bill Title: Amends the Election Code. Provides that ballots used in all elections held in the State must contain an "Illinois State Board of Elections" watermark, and the ballots prepared by each election authority responsible for having the official ballot prepared shall be numbered consecutively, beginning with the number "1". Provides that no linkage of the ballot number to the voter may be recorded.
