Appropriates $2,100,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for costs associated with a grant to Treatment Alternatives for Safe Communities to provide specialized case management services to certain people in pretrial detention in Winnebago and in St. Clair Counties .
