Summary

Amends the Illinois Notary Public Act. Makes it a Class 4 felony for a person to (i) knowingly perform notarial acts while not lawfully appointed and commissioned to perform those acts or (ii) knowingly act as, or otherwise impersonate, a notary public while not lawfully appointed and commissioned to perform notarial acts (now, it is a Class A misdemeanor to act as, or otherwise willfully impersonate, a notary public while not lawfully appointed and commissioned to perform notarial acts). Makes it a Class 4 felony (rather than a misdemeanor) to unlawfully possess a notary's official seal.
