AMENDMENT TO HOUSE BILL 4589
AMENDMENT NO. ______. Amend House Bill 4589 on page 1,
line 9, by deleting "changing Sections 1-118, 5-401.2, and
5-402.1 and by"; and
by deleting line 4 on page 2 through line 14 on page 22; and
on page 23, lines 13 through 14, by deleting "except catalytic
converters"; and
on page 24, line 1, by deleting "except catalytic converters";
and
on page 25, by replacing line 13 with "any numbers, bar codes,
stickers, or other unique markings of the"; and
on page 25, line 24, by replacing "registration" with "uniform
invoice"; and

on page 27, by replacing lines 13 through 15 with "recycler or
scrap processor."; and
on page 27, by replacing lines 16 through 22 with the
following:
"(b) (Blank). This Section shall not apply when the seller
produces written documentation reasonably demonstrating that
the seller is the owner of the recyclable metal material or is
authorized to sell the material on behalf of the owner. The
recyclable metal dealer shall copy any such documentation and
maintain it along with the purchase record required by Section
3 of this Act."; and
