AMENDMENT TO HOUSE BILL 131
AMENDMENT NO. ______. Amend House Bill 131, AS AMENDED,
with reference to page and line numbers of House Amendment No.
1, by replacing line 23 on page 4 through line 3 on page 5 with
the following:
"(1) 2 co-chairs, one of whom shall be appointed by the
principal sponsor of House Bill 131 of the 101st General
Assembly in the House of Representatives and one of whom
shall be appointed by the chief co-sponsor of House Bill
131 of the 101st General Assembly in the House of
Representatives;
(2) 2 members, one of whom shall be appointed by the
principal sponsor of House Bill 131 of the 101st General
Assembly in the Senate and one of whom shall be appointed
by the chief co-sponsor of House Bill 131 of the 101st
General Assembly in the Senate; and
(3) one member appointed by the Governor."; and

on page 5, line 14, by replacing "." with ", as set forth in
this Section."; and
on page 6, line 11, by replacing "minority group" with
"community of color"; and
on page 6, immediately below line 13, by inserting the
following:
"(b-5) A fiscal agent that provides services to
predominantly African-American communities must:
(1) have a pre-existing in-house community navigator
program;
(2) have a pre-existing program supporting formerly
incarcerated individuals with legal and social services;
(3) have a pre-existing Know Your Rights education
program with at least monthly seminars;
(4) have a formal relationship with a community bond
fund;
(5) have headquarters in a census tract where at least
75% of the population is African-American;
(6) have a pre-existing relationship with 3 or more
private law firms (whose main offices are located in a
census tract where at least 75% of the people are
African-American) that provide pro bono legal services;
and
(7) have a pre-existing relationship with an

organization that works with incarcerated individuals and
survivors of domestic and sexual violence.".
