Bill Title: Amends existing law relating to the rules of the road to provide an exception to application of specified law for owners or operators of a ditch, canal, conduit or drain while engaged in work within and pursuant to a right-of-way for the same and to provide that specified provisions of law relating to rules of the road shall apply to owners and operators of ditches, canals, conduits and drains when traveling to and from certain work.
