S.F. _____ Section 1. Section 483A.6A, subsection 3, Code 2019, is 1 amended to read as follows: 2 3. The commission shall establish the number of annual 3 paddlefish fishing licenses that may be issued pursuant to 4 section 481A.39 for use on the Missouri or Big Sioux river. 5 A paddlefish fishing license shall be accompanied by a tag 6 designed to be used only once. If a paddlefish is taken 7 pursuant to a paddlefish fishing license, the paddlefish 8 shall be tagged immediately , or an electronic tag established 9 pursuant to section 483A.18A shall be filled immediately, and 10 the tag shall be dated. 11 Sec. 2. Section 483A.7, subsection 2, Code 2019, is amended 12 to read as follows: 13 2. The wild turkey hunting license shall be accompanied 14 by a tag designed to be used only once. If a wild turkey 15 is taken, the wild turkey shall be tagged , or an electronic 16 tag established pursuant to section 483A.18A shall be filled 17 immediately, and the tag shall be dated. 18 Sec. 3. Section 483A.8, subsection 2, Code 2019, is amended 19 by adding the following new paragraph: 20 NEW PARAGRAPH . c. Notwithstanding paragraphs “a” and “b” , 21 a person hunting deer who has purchased a deer hunting license 22 and tag through a mobile application pursuant to section 23 483A.18A shall immediately fill an electronic tag. 24 Sec. 4. Section 483A.18, Code 2019, is amended to read as 25 follows: 26 483A.18 Form of licenses. 27 All hunting, fishing, and fur harvester licenses shall 28 contain a general description of the licensee. Such licenses 29 shall be upon such forms as the commission shall adopt. The 30 address and the signature of the applicant and all signatures 31 and other required information shall be in writing except as 32 provided in section 483A.18A . All licenses shall clearly 33 indicate the nature of the privilege granted. 34 Sec. 5. NEW SECTION . 483A.18A Mobile application to 35 -1- LSB 2225SC (1) 88 js/rn 1/ 3

The department shall develop and make available for use 2 a mobile application on which a person may purchase any permit, 3 license, or tag issued pursuant to this chapter. Permits, 4 licenses, and tags carried in an electronic format shall 5 display either a digitized image of a handwritten signature or 6 some other form of an electronic signature. 7 2. The department shall adopt rules pursuant to chapter 17A 8 to implement this section. 9 Sec. 6. Section 483A.19, Code 2019, is amended to read as 10 follows: 11 483A.19 Showing license document to officer. 12 1. Every person shall, while fishing, hunting, or fur 13 harvesting, show the person’s license document to any peace 14 officer or the owner or person in lawful control of the land 15 or water upon which licensee may be hunting, fishing, or 16 fur harvesting when requested by the persons to do so. Any 17 failure to so carry or refusal to show or so exhibit the 18 person’s license document shall be a violation of this chapter . 19 However, except for possession and exhibition of deer licenses 20 and tags or wild turkey licenses and tags, a person charged 21 with violating this section shall not be convicted if the 22 person produces in court, within a reasonable time, a license 23 document for hunting, fishing, or fur harvesting issued to that 24 person and valid when the person was charged with a violation 25 of this section . 26 2. Display of a permit, license, or tag purchased pursuant 27 to section 483A.18A on a cellular telephone or other electronic 28 mobile or portable device shall satisfy the requirements of 29 subsection 1 of this section. 30 Sec. 7. Section 483A.24, subsection 7, Code 2019, is amended 31 to read as follows: 32 7. A license shall not be required of minor pupils of the 33 state school for the blind, state school for the deaf, or of 34 minor residents of other state institutions under the control 35 -2- LSB 2225SC (1) 88 js/rn 2/ 3

In addition, a person who is on active duty with the 2 armed forces of the United States, on authorized leave from 3 a duty station located outside of this state, and a resident 4 of the state of Iowa shall not be required to have a license 5 to hunt or fish in this state. The military person shall 6 carry the person’s leave papers and a copy of the person’s 7 current earnings statement showing a deduction for Iowa income 8 taxes while hunting or fishing. In lieu of carrying the 9 person’s earnings statement, the military person may also claim 10 residency if the person is registered to vote in this state. 11 If a deer or wild turkey is taken, the military person shall 12 immediately contact a state conservation officer or use the 13 mobile application developed pursuant to section 483A.18A to 14 obtain an appropriate tag to transport the animal. A license 15 shall not be required of residents of county care facilities 16 or any person who is receiving supplementary assistance under 17 chapter 249 . 18 EXPLANATION 19 The inclusion of this explanation does not constitute agreement with 20 the explanation’s substance by the members of the general assembly. 21 This bill directs the department of natural resources to 22 develop and offer for use a mobile application on which a 23 person may purchase permits, licenses, and tags for hunting 24 and fishing. A permit, license, or fee purchased through the 25 mobile application shall display either a digitized image 26 of a handwritten signature or some other form of electronic 27 signature. When required to show a license document to a peace 28 officer or person in lawful control of the land or water upon 29 which a licensee may be hunting, fishing, or fur harvesting, 30 the hunter may display a permit, license, or tag purchased 31 through the mobile application on a cellular telephone or other 32 electronic mobile or portable device. 33 The bill requires the department to adopt rules to regulate 34 the use of the mobile application. 35 -3- LSB 2225SC (1) 88 js/rn 3/ 3
