S.F. _____ Section 1. Section 257.8, subsection 1, Code 2013, is 1 amended to read as follows: 2 1. State percent of growth. The state percent of growth 3 for the budget year beginning July 1, 2010, is two percent. 4 The state percent of growth for the budget year beginning July 5 1, 2012, is two percent. The state percent of growth for the 6 budget year beginning July 1, 2014, is four percent. The state 7 percent of growth for each subsequent budget year shall be 8 established by statute which shall be enacted within thirty 9 days of the submission in the year preceding the base year of 10 the governor’s budget under section 8.21 . The establishment of 11 the state percent of growth for a budget year shall be the only 12 subject matter of the bill which enacts the state percent of 13 growth for a budget year. 14 Sec. 2. CODE SECTION 257.8 —— IMPLEMENTATION. The 15 requirement of section 257.8, subsection 1, regarding the 16 enactment of a bill establishing the regular program state 17 percent of growth within thirty days of the submission in the 18 year preceding the base year of the governor’s budget does not 19 apply to this Act. 20 Sec. 3. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 21 immediate importance, takes effect upon enactment. 22 Sec. 4. APPLICABILITY. This Act is applicable for computing 23 state aid under the state school foundation program for the 24 school budget year beginning July 1, 2014. 25 EXPLANATION 26 This bill establishes a state percent of growth of 4 27 percent for purposes of the state school foundation program 28 for the school budget year beginning July 1, 2014. The bill 29 takes effect upon enactment and is applicable for state aid 30 computation under the state school foundation program for the 31 school budget year beginning July 1, 2014. 32 The bill provides that the requirement of Code section 257.8 33 regarding the timing of enactment of a bill establishing the 34 state percent of growth does not apply to the bill. 35 -1- LSB 2119SC (1) 85 md/sc 1/ 1
