operating

the
permit

,

,
321E.9
,
and

,

divisible
loads
operating

the
permit
requirements
of

shall
be
allowed
a
maximum
of
twenty
thousand

pounds
per
axle.

the

or

axle

group
has
at

tires.

amended
by
adding
the

new
subsection:

4.
Containers
for
international
shipment

shall
be
considered
an
indivisible
load
for
purposes
of

transportation
under
a
permit
issued
pursuant
to
this
section,

regardless
of
the
container’s
contents,
if
all
of
the
following

conditions
are
met:

a.
The
combination
of
vehicles
transporting
the
container
25
under
the
permit
does
not
exceed
the
maximum
dimensions
26
specified
in
sections
321.454
through
321.457.
27
b.
The
container
is
sealed
for
international
shipment
and
is
28
either
in
route
for
export
to
a
foreign
country
or
in
route
to
29
the
container’s
destination
from
a
foreign
country.
30
c.
Documentation,
such
as
a
bill
of
lading
or
another
31
similar
document,
is
carried
in
the
vehicle,
in
written
32
or
electronic
form,
that
ties
the
container
being
moved
to
33
the
container
listed
in
the
documentation
using
the
unique
34
container
number
marked
on
the
container.
The
documentation

authority

permits

the

a
vehicle

vehicles

loads

raw
forest
products
from
fields

to
storage,
processing,
or
other
commercial
facilities.
The
13
combined
gross
weight
or
gross
weight
on
any
one
axle
or
14
group
of
axles
on
a
vehicle
or
combination
of
vehicles
issued
15
a
permit
under
this
section
may
exceed
the
maximum
weights
16
specified
in
section
321.463,
if
all
of
the
following
apply:
17
a.
The
combined
gross
weight
or
gross
weight
of
the
vehicle
18
or
combination
of
vehicles
does
not
exceed
one
hundred
thirty
19
thousand
pounds.

b.
The
gross
weight
on
any
one
axle
does
not
exceed
the
21
limitations
specified
in
section
321E.7.

2.
A
vehicle
or
combination
of
vehicles
for
which
a
permit
23
is
issued
under
this
section
shall
not
exceed
the
maximum
24
dimensions
specified
in
sections
321.454
through
321.457.

3.
A
vehicle
or
combination
of
vehicles
for
which
a
permit
26
is
issued
under
this
section
shall
not
travel
on
any
portion
of
27
the
interstate
highway
system.

4.
Notwithstanding
section
321E.3
or
any
other
provision
of

law
to
the
contrary,
a
permit
issued
by
the
department
pursuant

to
this
section
is
valid
for
operation
on
nonprimary
highways

if
the
nonprimary
highway
is
the
shortest
route
between
a

primary
highway
that
is
not
part
of
the
interstate
highway
33
system
and
a
field,
storage
facility,
processing
facility,
34
or
other
commercial
facility
that
is
the
vehicle’s
origin
or

purposes
of
this
section,
“raw
forest
products”

means
logs,
pilings,
posts,
poles,
cordwood
products,
wood
3
chips,
sawdust,
pulpwood,
intermediary
lumber,
fuel
wood,
4
mulch,
tree
bark,
and
Christmas
trees
not
altered
by
a
5
manufacturing
process
off
the
land,
sawmill,
or
factory
from
6
which
the
products
were
taken.

this

constitute

the

RAW
FOREST
PRODUCTS.
This
bill
allows
the
department
of
11
transportation
(DOT)
and
local
authorities
to
issue
annual
12
permits
authorizing
a
vehicle
or
combination
of
vehicles
to
13
transport
divisible
loads
of
raw
forest
products
from
fields
14
to
storage,
processing,
or
other
commercial
facilities.
The
15
annual
permit
fee
is
$175.
A
vehicle
or
combination
of
16
vehicles
for
which
a
permit
is
issued
under
the
bill
may
exceed
17
the
maximum
gross
weight
limitations
set
forth
under
Code
18
section
321.463
if
the
combined
gross
weight
or
gross
weight
of
19
the
vehicle
or
combination
or
vehicles
does
not
exceed
130,000
20
pounds
and
the
gross
weight
on
any
one
axle
does
not
exceed
the
21
limitations
specified
in
Code
section
321E.7.
Code
section
22
321E.7
limits
the
gross
weight
on
any
one
axle
to
20,000
pounds
23
and
the
gross
weight
on
any
one
tandem
axle
having
at
least
24
four
tires
to
46,000
pounds.
The
bill
prohibits
a
vehicle
or
25
combination
of
vehicles
issued
such
a
permit
from
exceeding
the
26
size
limitations
set
forth
in
Code
sections
321.454
through
27
321.457.
The
bill
also
prohibits
a
vehicle
or
combination
28
of
vehicles
for
which
a
permit
is
issued
under
the
bill
from
29
traveling
on
any
portion
of
the
interstate
highway
system.
The
30
bill
provides
that
such
a
permit
issued
by
the
DOT
is
valid
for
31
operation
on
nonprimary
highways
if
the
nonprimary
highway
is
32
the
shortest
route
between
a
primary
highway
that
is
not
part
33
of
the
interstate
highway
system
and
a
field,
storage
facility,
34
processing
facility,
or
other
commercial
facility
that
is
the

to
mean

The
bill

containers

vehicles
transporting
the
container
under
the
permit

does
not
exceed
the
maximum
dimensions

Code

through
321.457;
the
container
is
sealed
for
13
international
shipment
and
is
either
in
route
for
export
to
14
a
foreign
country
or
in
route
to
the
container’s
destination
15
from
a
foreign
country;
and
documentation,
such
as
a
bill
of
16
lading
or
another
similar
document,
is
carried
in
the
vehicle,
17
in
written
or
electronic
form,
that
ties
the
container
being
18
moved
to
the
container
listed
in
the
documentation
using
the
19
unique
container
number
marked
on
the
container.
The
bill
20
requires
the
documentation
to
clearly
state
the
foreign
country
21
of
origin
or
destination,
and
to
be
provided
to
a
peace
officer
22
upon
request.
