                    SENATE RESOLUTION NO.    
              BY  COMMITTEE ON RULES AND ADMINISTRATION
  1  1 A Resolution honoring Senator Wally E. Horn for
  1  2    over four decades of service in the Iowa General
  1  3    Assembly.
  1  4    WHEREAS, Wally E. Horn was first elected to the
  1  5 House of Representatives in 1972, and after five terms
  1  6 he was elected to the Senate in 1982; and
  1  7    WHEREAS, after serving in the United States Army
  1  8 and working for over 30 years as a teacher, coach,
  1  9 and facilitator in Cedar Rapids schools, Senator
  1 10 Horn has been a champion for educational and veterans
  1 11 issues; and
  1 12    WHEREAS, over four decades, Senator Horn, with the
  1 13 capable assistance of his wife, Phyllis Peterson,
  1 14 served as Majority Leader of the Senate; as chair
  1 15 of the Legislative Council and of the Rules and
  1 16 Administration, Ethics, Veterans Affairs, Labor and
  1 17 Business Relations, and Administrative Rules Review
  1 18 committees and on a wide array of other committees,
  1 19 currently serving on the Ethics (ranking member), State
  1 20 Government, Transportation, Veterans Affairs (ranking
  1 21 member), and Administrative Rules Review committees;
  1 22 and as keeper of the candy desk; and
  1 23    WHEREAS, Senator Horn has demonstrated a dedication
  1 24 to civic engagement through membership and service
  1 25 in numerous organizations including the National
  1 26 Conference of State Legislatures Executive Committee,
  1 27 Council of State Governments, Midwest Legislators
  1 28 Executive Committee, Executive Board of the Democratic
  2  1 Legislative Campaign Committee, Veterans of Foreign
  2  2 Wars, American Legion, and numerous other community
  2  3 groups in Cedar Rapids, and as president of the Cedar
  2  4 Rapids Teachers Association; and
  2  5    WHEREAS, Senator Horn received the Hoover Uncommon
  2  6 Public Service Award in 2015, which is awarded to
  2  7 legislators who exemplify President Herbert Hoover's
  2  8 humanitarian efforts and have gone above and beyond
  2  9 the call of duty to demonstrate uncommon service and
  2 10 commitment to the people of Iowa; and
  2 11    WHEREAS, with 46 years of service, Senator Horn is
  2 12 the longest serving legislator in Iowa history, earning
  2 13 the title of Dean of the Senate; NOW THEREFORE,
  2 14    BE IT RESOLVED BY THE SENATE, That the Senate honors
  2 15 Senator Wally E. Horn for his four decades of service
  2 16 to the people of Iowa and wishes him all the best in
  2 17 the years to come.
