Senate Joint Resolution 13 - Introduced SENATE JOINT RESOLUTION 13 BY QUIRMBACH SENA TE JOINT RESOLUTION A Joint Resolution proposing an amendment to the Constitution 1 of the State of Iowa relating to the right of all youths of 2 this state to a comprehensive public education. 3 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 4 TLSB 2302XS (2) 90 jda/jh
S.J.R. 13 Section 1. The following amendment to the Constitution of 1 the State of Iowa is proposed: 2 Article I of the Constitution of the State of Iowa is amended 3 by adding the following new section: 4 Sec. 24A. Right to a public education. The state shall 5 provide all youths of this state with a comprehensive education 6 that meets or exceeds national standards through a system 7 of public schools and competent educators. Such education 8 shall include instruction in reading, literature, mathematics, 9 science, technology, history, social science, public affairs, 10 the arts, human growth and development, and such other subjects 11 as may be determined directly by the general assembly or 12 indirectly by a competent state agency of education pursuant to 13 the general assembly’s delegation of authority. 14 Sec. 2. REFERRAL AND PUBLICATION. The foregoing proposed 15 amendment to the Constitution of the State of Iowa is referred 16 to the general assembly to be chosen at the next general 17 election for members of the general assembly, and shall be 18 published as provided by law for three consecutive months 19 previous to the date of that election. 20 EXPLANATION 21 The inclusion of this explanation does not constitute agreement with 22 the explanation’s substance by the members of the general assembly. 23 This joint resolution proposes an amendment to the 24 Constitution of the State of Iowa relating to the right of all 25 youths of this state to a comprehensive public education. 26 The joint resolution requires the state to provide all 27 youths of this state with a comprehensive education that 28 meets or exceeds national standards through a system of 29 public schools and competent educators. The joint resolution 30 establishes the subjects that are to be included in the 31 comprehensive education that is provided. 32 The resolution, if adopted, would be published and then 33 referred to the next general assembly (91st) for adoption, 34 before being submitted to the electorate for ratification. 35 -1- LSB 2302XS (2) 90 jda/jh 1/ 1
