S.J.R. 1 Section 1. The following amendment to the Constitution of 1 the State of Iowa is proposed: 2 1. Section 1 of Article VI of the Constitution of the State 3 of Iowa, as amended by amendment number 5 of the Amendments of 4 1868, is repealed and the following adopted in lieu thereof: 5 Composition —— training. SECTION 1. The militia of this 6 state shall be composed of all able-bodied citizens eighteen 7 years of age and older, except such as are or may hereafter be 8 exempted by the laws of the United States, or of this state; 9 and shall be armed, equipped, and trained, as the general 10 assembly may provide by law. 11 Sec. 2. REFERRAL AND PUBLICATION. The foregoing proposed 12 amendment to the Constitution of the State of Iowa is referred 13 to the general assembly to be chosen at the next general 14 election for members of the general assembly, and the secretary 15 of state is directed to cause the proposed amendment to be 16 published for three consecutive months previous to the date of 17 that election as provided by law. 18 EXPLANATION 19 This joint resolution proposes an amendment to the 20 Constitution of the State of Iowa relating to the composition 21 of the militia of this state. The amendment provides that the 22 militia of this state shall be composed of all able-bodied 23 citizens 18 years of age and older who are not exempt by the 24 laws of the United States or of this state. The Constitution 25 of the State of Iowa currently provides that the militia of 26 this state shall be composed of all able-bodied male citizens 27 between the age of 18 and 45 years who are not exempt by the 28 laws of the United States or of this state. 29 The resolution, if adopted, would be published and then 30 referred to the next general assembly (86th) for adoption, 31 before being submitted to the electorate for ratification. 32 -1- LSB 1659XS (2) 85 aw/rj 1/ 1
