1.
Section
257.11,
subsection
5,
paragraph
a,
Code

2021,
is
amended
to
read
as
follows:

a.
(1)
In
order
to
provide
additional
funding
to
increase
3
student
opportunities
and
redirect
more
resources
to
student
4
programming
for
school
districts
that
share
operational
5
functions,
a
district
that
shares
with
a
political
subdivision
6
one
or
more
operational
functions
of
a
curriculum
director,
7
school
resource
officer,
master
social
worker,
independent
8
social
worker,
or
school
counselor,
or
one
or
more
operational
9
functions
in
the
areas
of
superintendent
management,
business
10
management,
human
resources,
transportation,
or
operation
11
and
maintenance
for
at
least
twenty
percent
of
the
school
12
year
shall
be
assigned
a
supplementary
weighting
for
each
13
shared
operational
function.
A
school
district
that
shares
an
14
operational
function
in
the
area
of
superintendent
management
15
shall
be
assigned
a
supplementary
weighting
of
eight
pupils
for
16
the
function.
A
school
district
that
shares
the
operational
17
functions
of
a
school
resource
officer
or
that
shares
an
18
operational
function
in
the
area
of
business
management,
human
19
resources,
transportation,
or
operation
and
maintenance
shall
20
be
assigned
a
supplementary
weighting
of
five
pupils
for
the
21
function.
A
school
district
that
shares
the
operational
22
functions
of
a
curriculum
director,
a
master
social
worker
or
23
an
independent
social
worker
licensed
under
chapters
147
and
24
154C
,
or
a
school
counselor
shall
be
assigned
a
supplementary
25
weighting
of
three
pupils
for
the
function.
The
additional
26
weighting
shall
be
assigned
for
each
discrete
operational
27
function
shared.
However,
a
school
district
may
receive
the
28
additional
weighting
under
this
subsection
for
sharing
the
29
services
of
an
individual
with
a
political
subdivision
even
if
30
the
type
of
operational
function
performed
by
the
individual
31
for
the
school
district
and
the
type
of
operational
function
32
performed
by
the
individual
for
the
political
subdivision
are
33
not
the
same
operational
function,
so
long
as
both
operational
34
functions
are
eligible
for
weighting
under
this
subsection
.

such
case,
the
school
district
shall
be
assigned
the
additional
1
weighting
for
the
type
of
operational
function
that
the
2
individual
performs
for
the
school
district,
and
the
school
3
district
shall
not
receive
additional
weighting
for
any
other
4
function
performed
by
the
individual.
The
operational
function
5
sharing
arrangement
does
not
need
to
be
a
newly
implemented
6
sharing
arrangement
to
receive
supplementary
weighting
under
7
this
subsection
.

(2)
For
the
purposes
of
this
section
,
“political
9
subdivision”
:
10
(a)
“Political
subdivision”
means
a
city,
township,
county,
11
school
corporation,
merged
area,
area
education
agency,
12
institution
governed
by
the
state
board
of
regents,
or
any
13
other
governmental
subdivision.
14
(b)
“School
resource
officer”
means
the
same
as
defined
in
15
34
U.S.C.
§10389.
16
Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
17
importance,
takes
effect
upon
enactment.
18
Sec.
3.
APPLICABILITY.
This
Act
applies
to
school
budget
19
years
beginning
on
or
after
July
1,
2021,
subject
to
the
school
20
budget
year
limitations
of
section
257.11,
subsection
5.
21
EXPLANATION
22
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
23
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Code
section
257.11(5)
provides
supplementary
weighting
25
for
school
districts
and
area
education
agencies
that
share
26
specified
operational
functions
for
at
least
20
percent
of
the
27
school
year.
Supplementary
weighting
under
this
provision
is
28
available
for
school
budget
years
beginning
on
or
after
July
1,
29
2021,
through
the
budget
year
beginning
July
1,
2024.

This
bill
adds
a
school
resource
officer
to
the
list
of
31
eligible
operational
functions
and
positions
eligible
for
a
32
supplementary
weighting
of
five
pupils.
The
bill
defines
33
“school
resource
officer”
to
mean
the
same
as
the
federal
34
definition.
The
federal
definition
of
“school
resource

officer”
is
a
career
law
enforcement
officer,
with
sworn
1
authority,
deployed
in
community-oriented
policing,
and
2
assigned
by
the
employing
police
department
or
agency
to
work
3
in
collaboration
with
schools
and
community-based
organizations
4
to
address
crime
and
disorder
problems,
gangs,
and
drug
5
activities
affecting
or
occurring
in
or
around
an
elementary
6
or
secondary
school;
to
develop
or
expand
crime
prevention
7
efforts
for
students;
to
educate
likely
school-age
victims
in
8
crime
prevention
and
safety;
to
develop
or
expand
community
9
justice
initiatives
for
students;
to
train
students
in
conflict
10
resolution,
restorative
justice,
and
crime
awareness;
to
assist
11
in
the
identification
of
physical
changes
in
the
environment
12
that
may
reduce
crime
in
or
around
the
school;
and
to
assist
in
13
developing
school
policy
that
addresses
crime
and
to
recommend
14
procedural
changes.
15
The
bill
takes
effect
upon
enactment
and
applies
to
school
16
budget
years
beginning
on
or
after
July
1,
2021,
through
the
17
school
budget
year
beginning
July
1,
2024.
