Section
1.
NEW
SECTION
.
135.179
Area
health
education
1
centers
fund.
2
An
area
health
education
centers
fund
is
created
in
the
3
state
treasury
as
a
separate
fund
under
the
control
of
the
4
department.
The
department
may
receive
appropriations,
5
contributions,
grants,
and
in-kind
contributions
to
support
6
the
purposes
of
the
fund.
The
fund
shall
be
separate
from
the
7
general
fund
of
the
state
and
shall
not
be
considered
part
of
8
the
general
fund
of
the
state.
The
moneys
in
the
fund
shall
9
not
be
considered
revenue
of
the
state,
but
rather
shall
be
10
moneys
of
the
fund.
The
moneys
in
the
fund
are
appropriated
11
to
the
department
to
be
distributed
to
a
publicly
owned
acute
12
care
teaching
hospital
located
in
a
county
with
a
population
13
over
three
hundred
fifty
thousand
that
shall
subcontract
14
with
health
care
entities
that
host
regional
area
health
15
education
centers
to
recruit
and
retain
a
skilled
health
care
16
workforce
in
rural
and
underserved
areas
of
the
state.
The
17
funds
distributed
shall
be
used
to
provide
the
nonfederal
18
funding
match
requirement
for
receipt
of
federal
grants
for
19
area
health
education
centers
from
the
federal
health
resources
20
and
services
administration
of
the
United
States
department
of
21
health
and
human
services
and
to
assist
with
continuation
of
22
existing
educational
health
care
programs
and
activities.
The
23
moneys
in
the
fund
are
not
subject
to
section
8.33
and
shall
24
not
be
transferred,
used,
obligated,
appropriated,
or
otherwise
25
encumbered,
except
to
provide
for
the
purposes
of
this
section.

Notwithstanding
section
12C.7,
subsection
2,
interest
or
27
earnings
on
moneys
deposited
in
the
fund
shall
be
credited
to
28
the
fund.

Sec.
2.
AREA
HEALTH
EDUCATION
CENTERS

APPROPRIATION.
There
is
appropriated
from
the
general
31
fund
of
the
state
for
deposit
in
the
area
health
education
32
centers
fund
created
in
section
135.179
pursuant
to
this
Act,
33
for
the
fiscal
year
beginning
July
1,
2013,
and
ending
June
30,
34
2014,
the
following
amount,
or
so
much
thereof
as
is
necessary,

The
Code
editor
shall
create

a
new
division
in
chapter
135
codifying
section
135.179,
as
4
enacted
in
this
Act,
as
the
area
health
education
centers
fund.

EXPLANATION
6
This
bill
relates
to
area
health
education
centers
(AHECs).
7
The
bill
creates
an
area
health
education
centers
fund
in
8
the
state
treasury
as
a
separate
fund
under
the
control
of
9
the
department
of
public
health.
The
moneys
in
the
fund
10
are
appropriated
to
the
department
to
be
distributed
to
a
11
publicly
owned
acute
care
teaching
hospital
located
in
a
county
12
with
a
population
over
350,000
that
shall
subcontract
with
13
health
care
entities
that
host
AHECs
to
recruit
and
retain
14
health
care
providers
in
rural
and
underserved
areas
of
the
15
state.
The
funds
distributed
are
to
be
used
to
provide
the
16
nonfederal
funding
match
requirement
for
receipt
of
federal
17
grants
for
AHECs
from
the
federal
health
resources
and
services
18
administration
of
the
United
States
department
of
health
and
19
human
services
and
to
provide
for
continuation
of
existing

educational

The
bill
also
makes
an
appropriation
of
$500,000
from
the

general
fund
of
the
state
for
deposit
in
the
area
health

education
centers
fund
to
be
used
for
the
purposes
of
the
fund.
