RENEWABLE FUEL INFRASTRUCTURE FUND ==== MOTOR FUEL 2 20 INSPECTION. 2 21 1. There is appropriated from the renewable fuel 2 22 infrastructure fund created in section 159A.16 to the 2 23 department of agriculture and land stewardship for the fiscal 2 24 year beginning July 1, 2018, and ending June 30, 2019, the 2 25 following amount, or so much thereof as is necessary, to be 2 26 used for the purposes designated: 2 27 For purposes of the inspection of motor fuel, including 2 28 salaries, support, maintenance, and miscellaneous purposes: 2 29 .................................................. $250,0002 30 500,000 2 31 2. The department shall establish and administer programs 2 32 for the auditing of motor fuel including biofuel processing 2 33 and production plants, for screening and testing motor fuel, 2 34 including renewable fuel, and for the inspection of motor fuel 2 35 sold by dealers including retail dealers who sell and dispense 3 1 motor fuel from motor fuel pumps. 3 2 Sec. 4. 2017 Iowa Acts, chapter 168, is amended by adding 3 3 the following new section: 3 4 NEW SECTION. 38A. MONEYS CREDITED TO THE WATERSHED 3 5 IMPROVEMENT FUND == FARM MANAGEMENT DEMONSTRATION 3 6 PROGRAM. Notwithstanding 2017 Iowa Acts, chapter 168, section 3 7 22, as amended by 2017 Iowa Acts, chapter 170, section 42, 3 8 of the moneys credited to the watershed improvement fund 3 9 that are unencumbered or unobligated and managed by and 3 10 otherwise appropriated to the department of agriculture and 3 11 land stewardship pursuant to those sections, the department 3 12 shall expend the following amount, or so much thereof as is 3 13 necessary, for the fiscal year beginning July 1, 2018, and 3 14 ending June 30, 2019, for the purpose designated: 3 15 1. For the continuation of a statewide voluntary 3 16 farm management demonstration program to demonstrate the 3 17 effectiveness and adaptability of emerging practices in 3 18 agronomy that protect water resources and provide other 3 19 environmental benefits: 3 20 .................................................. $ 100,000 3 21 2. The amount required to be expended by the department of 3 22 agriculture and land stewardship pursuant to subsection 1 shall 3 23 be allocated by the department to an organization representing 3 24 soybean growers to provide for an agriculture and environment 3 25 performance program in the same manner as enacted in 2017 Iowa 3 26 Acts, chapter 168, section 17, subsection 3. 3 27 SPECIAL APPROPRIATIONS 3 28 GENERAL FUND 3 29 Sec. 5. 2017 Iowa Acts, chapter 168, section 39, is amended 3 30 to read as follows: 3 31 SEC. 39. DAIRY REGULATION. 3 32 1. There is appropriated from the general fund of the state 3 33 to the department of agriculture and land stewardship for the 3 34 fiscal year beginning July 1, 2018, and ending June 30, 2019, 3 35 the following amount, or so much thereof as is necessary, to be 4 1 used for the purposes designated: 4 2 For purposes of performing functions pursuant to section 4 3 192.109, including conducting a survey of grade "A" milk and 4 4 certifying the results to the secretary of agriculture: 4 5 .................................................. $94,5984 6 189,196 4 7 2. LOCAL FOOD AND FARM PROGRAM. 4 15 1. There is appropriated from the general fund of the state 4 16 to the department of agriculture and land stewardship for the 4 17 fiscal year beginning July 1, 2018, and ending June 30, 2019, 4 18 the following amount, or so much thereof as is necessary, to be 4 19 used for the purposes designated: 4 20 For purposes of supporting the local food and farm program 4 21 pursuant to chapter 267A: 4 22 .................................................. $37,5004 23 75,000 4 24 2. The department shall enter into a cost=sharing agreement 4 25 with Iowa state university of science and technology to support 4 26 the local food and farm program coordinator position as part of 4 27 the university's cooperative extension service in agriculture 4 28 and home economics pursuant to chapter 267A. 4 29 3. Notwithstanding section 8.33, moneys appropriated in 4 30 this section that remain unencumbered or unobligated at the 4 31 close of the fiscal year shall not revert but shall remain 4 32 available to be used for the purposes designated until the 4 33 close of the succeeding fiscal year. 4 34 Sec. 7. 2017 Iowa Acts, chapter 168, section 41, is amended 4 35 to read as follows: 5 1 SEC. 41. AGRICULTURAL EDUCATION. 5 2 1. There is appropriated from the general fund of the state 5 3 to the department of agriculture and land stewardship for the 5 4 fiscal year beginning July 1, 2018, and ending June 30, 2019, 5 5 the following amount, or so much thereof as is necessary, to be 5 6 used for the purposes designated: 5 7 For purposes of allocating moneys to an Iowa association 5 8 affiliated with a national organization which promotes 5 9 agricultural education providing for future farmers: 5 10 .................................................. $12,5005 11 25,000 5 12 2. Notwithstanding section 8.33, moneys appropriated in 5 13 this section that remain unencumbered or unobligated at the 5 14 close of the fiscal year shall not revert but shall remain 5 15 available to be used for the purposes designated until the 5 16 close of the succeeding fiscal year. 5 17 Sec. 8. 2017 Iowa Acts, chapter 168, section 42, is amended 5 18 to read as follows: 5 19 SEC. 42. FARMERS WITH DISABILITIES PROGRAM. 5 20 1. There is appropriated from the general fund of the state 5 21 to the department of agriculture and land stewardship for the 5 22 fiscal year beginning July 1, 2018, and ending June 30, 2019, 5 23 the following amount, or so much thereof as is necessary, to be 5 24 used for the purposes designated: 5 25 For purposes of supporting a program for farmers with 5 26 disabilities: 5 27 .................................................. $65,0005 28 130,000 5 29 2. The moneys appropriated in subsection 1 shall be used for 5 30 the public purpose of providing a grant to a national nonprofit 5 31 organization with over 80 years of experience in assisting 5 32 children and adults with disabilities and special needs. The 5 33 moneys shall be used to support a nationally recognized program 5 34 that began in 1986 and has been replicated in at least 30 other 5 35 states, but which is not available through any other entity 6 1 in this state, and that provides assistance to farmers with 6 2 disabilities in all 99 counties to allow the farmers to remain 6 3 in their own homes and be gainfully engaged in farming through 6 4 provision of agricultural worksite and home modification 6 5 consultations, peer support services, services to families, 6 6 information and referral, and equipment loan services. 6 7 3. Notwithstanding section 8.33, moneys appropriated in 6 8 this section that remain unencumbered or unobligated at the 6 9 close of the fiscal year shall not revert but shall remain 6 10 available for expenditure for the purposes designated until the 6 11 close of the succeeding fiscal year. 6 12 Sec. 9. 2017 Iowa Acts, chapter 168, is amended by adding 6 13 the following new section: 6 14 NEW SECTION. SEC. 42A. FOREIGN ANIMAL DISEASES AFFLICTING 6 15 LIVESTOCK. There is appropriated from the general fund of the 6 16 state to the department of agriculture and land stewardship for 6 17 the fiscal year beginning July 1, 2018, and ending June 30, 6 18 2019, the following amount, or so much thereof as is necessary, 6 19 to be used for the purposes designated: 6 20 For deposit in the foreign animal disease preparedness and 6 21 response fund created in section 163.3B: 6 22 .................................................. $ 250,000 6 23 DIVISION II 6 24 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 6 25 GENERAL WATER QUALITY INITIATIVE APPROPRIATION 6 26 GENERAL FUND 6 27 Sec. 10. 2017 Iowa Acts, chapter 168, section 43, is amended 6 28 to read as follows: 6 29 SEC. 43. WATER QUALITY INITIATIVE ==== GENERAL. 6 30 1. There is appropriated from the general fund of the state 6 31 to the department of agriculture and land stewardship for the 6 32 fiscal year beginning July 1, 2018, and ending June 30, 2019, 6 33 the following amount, or so much thereof as is necessary, to be 6 34 used for the purposes designated: 6 35 For deposit in the water quality initiative fund created in 7 1 section 466B.45, for purposes of supporting the water quality 7 2 initiative administered by the division of soil conservation 7 3 and water quality as provided in section 466B.42, including 7 4 salaries, support, maintenance, and miscellaneous purposes: 7 5 .................................................. $1,500,0007 6 3,000,000 7 7 2. a. The moneys appropriated in subsection 1 shall be 7 8 used to support projects in subwatersheds as designated by the 7 9 division that are part of high=priority watersheds identified 7 10 by the water resources coordinating council established 7 11 pursuant to section 466B.3. 7 12 b. The moneys appropriated in subsection 1 shall be used to 7 13 support projects in watersheds generally, including regional 7 14 watersheds, as designated by the division and high=priority 7 15 watersheds identified by the water resources coordinating 7 16 council established pursuant to section 466B.3. 7 17 3. In supporting projects in subwatersheds and watersheds 7 18 as provided in subsection 2, all of the following shall apply: 7 19 a. The demonstration projects shall utilize water quality 7 20 practices as described in thelatest revision of the document 7 21 entitled "Iowa Nutrient Reduction Strategy" initially presented 7 22 in November 2012 by the department of agriculture and land 7 23 stewardship, the department of natural resources, and Iowa 7 24 state university of science and technologyIowa nutrient 7 25 reduction strategy as defined in section 455B.171, as amended 7 26 by 2018 Iowa Acts, Senate File 512, section 18. 7 27 b. The division shall implement demonstration projects as 7 28 provided in paragraph "a" by providing for participation by 7 29 persons who hold a legal interest in agricultural land used in 7 30 farming. To every extent practical, the division shall provide 7 31 for collaborative participation by such persons who hold a 7 32 legal interest in agricultural land located within the same 7 33 subwatershed. 7 34 c. The division shall implement a demonstration project on 7 35 a cost=share basis as determined by the division. However, 8 1 except for edge=of=field practices, the state's share of the 8 2 amount shall not exceed 50 percent of the estimated cost of 8 3 establishing the practice as determined by the division or 8 4 50 percent of the actual cost of establishing the practice, 8 5 whichever is less. 8 6 d. The demonstration projects shall be used to educate other 8 7 persons about the feasibility and value of establishing similar 8 8 water quality practices. The division shall promote field day 8 9 events for purposes of allowing interested persons to establish 8 10 water quality practices on their agricultural land. 8 11 e. The division shall conduct water quality evaluations 8 12 within supported subwatersheds. Within a reasonable period 8 13 after accumulating information from such evaluations, the 8 14 division shall create an aggregated database of water quality 8 15 practices. Any information identifying a person holding a 8 16 legal interest in agricultural land or specific agricultural 8 17 land shall be a confidential record under section 22.7. 8 18 4. The moneys appropriated in subsection 1 shall be used 8 19 to support education and outreach in a manner that encourages 8 20 persons who hold a legal interest in agricultural land used for 8 21 farming to implement water quality practices, including the 8 22 establishment of such practices in watersheds generally, and 8 23 not limited to subwatersheds or high=priority watersheds. 8 24 5. The moneys appropriated in subsection 1 may be used 8 25 to contract with persons to coordinate the implementation of 8 26 efforts provided in this section. 8 27 6. The moneys appropriated in subsection 1 may be used by 8 28 the department to support urban soil and water conservation 8 29 efforts, which may include but are not limited to management 8 30 practices related to bioretention, landscaping, the use of 8 31 permeable or pervious pavement, and soil quality restoration. 8 32 The moneys shall be allocated on a cost=share basis as provided 8 33 in chapter 161A. 8 34 7. Notwithstanding any other provision of law to the 8 35 contrary, the department may use moneys appropriated in 9 1 subsection 1 to carry out the provisions of this section on a 9 2 cost=share basis in combination with other moneys available to 9 3 the department from a state or federal source. 9 4 8. Not more than 10 percent of the moneys appropriated in 9 5 this section may be used to pay for the costs of administering 9 6 and implementing the water quality initiative by the 9 7 department's division of soil conservation and water quality as 9 8 provided in section 466B.42 and this section. 9 9 DIVISION III 9 10 DEPARTMENT OF NATURAL RESOURCES 9 11 GENERAL APPROPRIATIONS 9 12 GENERAL FUND AND MAJOR FUNDS 9 13 Sec. 11. 2017 Iowa Acts, chapter 168, section 44, is amended 9 14 to read as follows: 9 15 SEC. 44. GENERAL FUND ==== DEPARTMENT. 9 16 1. There is appropriated from the general fund of the state 9 17 to the department of natural resources for the fiscal year 9 18 beginning July 1, 2018, and ending June 30, 2019, the following 9 19 amount, or so much thereof as is necessary, to be used for the 9 20 purposes designated: 9 21 For purposes of supporting the department, including its 9 22 divisions, for administration, regulation, and programs; for 9 23 salaries, support, maintenance, and miscellaneous purposes; and 9 24 for not more than the following full=time equivalent positions: 9 25 .................................................. $5,649,905.509 26 11,554,987 9 27 ............................................... Of the number of full=time equivalent positions 9 29 authorized to the department pursuant to subsection 1, 50 9 30 full=time equivalent positions shall be allocated by the 9 31 department for seasonal employees for purposes of providing 9 32 maintenance, upkeep, and sanitary services at state parks. 9 33 This subsection shall not impact park ranger or park manager 9 34 positions within the department. 9 35 3. The department shall submit a report each quarter of the 10 1 fiscal year to the legislative services agency, the department 10 2 of management, the members of the joint appropriations 10 3 subcommittee on agriculture and natural resources, and the 10 4 chairpersons and ranking members of the senate and house 10 5 committees on appropriations. The report shall describe in 10 6 detail the expenditure of moneys appropriated under this 10 7 section to support the department's administration, regulation, 10 8 and programs. 10 9 Sec. 12. 2017 Iowa Acts, chapter 168, section 45, is amended 10 10 to read as follows: 10 11 SEC. 45. STATE FISH AND GAME PROTECTION FUND ==== REGULATION 10 12 AND ADVANCEMENT OF OUTDOOR ACTIVITIES. 10 13 1. There is appropriated from the state fish and game 10 14 protection fund created pursuant to section 456A.17 to the 10 15 department of natural resources for the fiscal year beginning 10 16 July 1, 2018, and ending June 30, 2019, the following amount, 10 17 or so much thereof as is necessary, to be used for the purposes 10 18 designated: 10 19 For purposes of supporting the regulation or advancement of 10 20 hunting, fishing, or trapping, or the protection, propagation, 10 21 restoration, management, or harvest of fish or wildlife, 10 22 including for administration, regulation, law enforcement, and 10 23 programs; and for salaries, support, maintenance, equipment, 10 24 and miscellaneous purposes: 10 25 .................................................. $21,573,996.5010 26 43,768,530 10 27 2. Notwithstanding section 455A.10, the department may use 10 28 the unappropriated balance remaining in the state fish and game 10 29 protection fund to provide for the funding of health and life 10 30 insurance premium payments from unused sick leave balances of 10 31 conservation peace officers employed in a protection occupation 10 32 who retire, pursuant to section 97B.49B. 10 33 3. Notwithstanding section 455A.10, the department of 10 34 natural resources may use the unappropriated balance remaining 10 35 in the state fish and game protection fund for the fiscal 11 1 year beginning July 1, 2018, and ending June 30, 2019, as is 11 2 necessary to fund salary adjustments for departmental employees 11 3 for which the general assembly has made an operating budget 11 4 appropriation in subsection 1. 11 5 Sec. 13. 2017 Iowa Acts, chapter 168, section 46, is amended 11 6 to read as follows: 11 7 SEC. 46. GROUNDWATER PROTECTION FUND ==== WATER 11 8 QUALITY. Iowa state university of science and technology 14 6 shall not reduce the amount that it allocates to support the 14 7 college of veterinary medicine from any other source due to the 14 8 appropriation made in this section. 14 9 b. Paragraph "a" does not apply to a reduction made to 14 10 support the college of veterinary medicine, if the same 14 11 percentage of reduction imposed on the college of veterinary 14 12 medicine is also imposed on all of Iowa state university of 14 13 science and technology's budget units. 14 14 3. The moneys appropriated in subsection 1 shall be used to 21 17 support projects in watersheds generally, including regional 21 18 watersheds, as designated by the division and high=priority 21 19 watersheds identified by the water resources coordinating 21 20 council established pursuant to section 466B.3. 21 21 3. In supporting projects in subwatersheds and watersheds 21 22 as provided in subsection 2, all of the following shall apply: 21 23 a. The demonstration projects shall utilize water quality 21 24 practices as described in thelatest revision of the document 21 25 entitled "Iowa Nutrient Reduction Strategy" initially presented 21 26 in November 2012 by the department of agriculture and land 21 27 stewardship, the department of natural resources, and Iowa 21 28 state university of science and technologyIowa nutrient 21 29 reduction strategy as defined in section 455B.171, as amended 21 30 by 2018 Iowa Acts, Senate File 512, section 18. 21 31 b. The division shall implement demonstration projects as 21 32 provided in paragraph "a" by providing for participation by 21 33 persons who hold a legal interest in agricultural land used in 21 34 farming. To every extent practical, the division shall provide 21 35 for collaborative participation by such persons who hold a 22 1 legal interest in agricultural land located within the same 22 2 subwatershed. 22 3 c. The division shall implement a demonstration project on 22 4 a cost=share basis as determined by the division. However, 22 5 except for edge=of=field practices, the state's share of the 22 6 amount shall not exceed 50 percent of the estimated cost of 22 7 establishing the practice as determined by the division or 22 8 50 percent of the actual cost of establishing the practice, 22 9 whichever is less. 22 10 d. The demonstration projects shall be used to educate other 22 11 persons about the feasibility and value of establishing similar 22 12 water quality practices. The division shall promote field day 22 13 events for purposes of allowing interested persons to establish 22 14 water quality practices on their agricultural land. 22 15 e. The division shall conduct water quality evaluations 22 16 within supported subwatersheds. Within a reasonable period 22 17 after accumulating information from such evaluations, the 22 18 division shall create an aggregated database of water quality 22 19 practices. Any information identifying a person holding a 22 20 legal interest in agricultural land or specific agricultural 22 21 land shall be a confidential record under section 22.7. 22 22 4. The moneys appropriated in subsection 1 shall be used 22 23 to support education and outreach in a manner that encourages 22 24 persons who hold a legal interest in agricultural land used for 22 25 farming to implement water quality practices, including the 22 26 establishment of such practices in watersheds generally, and 22 27 not limited to subwatersheds or high=priority watersheds. 22 28 5. The moneys appropriated in subsection 1 may be used 22 29 to contract with persons to coordinate the implementation of 22 30 efforts provided in this section. 22 31 6. The moneys appropriated in subsection 1 may be used by 22 32 the department to support urban soil and water conservation 22 33 efforts, which may include but are not limited to management 22 34 practices related to bioretention, landscaping, the use of 22 35 permeable or pervious pavement, and soil quality restoration. 23 1 The moneys shall be allocated on a cost=share basis as provided 23 2 in chapter 161A. 23 3 7. Notwithstanding any other provision of law to the 23 4 contrary, the department may use moneys appropriated in 23 5 subsection 1 to carry out the provisions of this section on a 23 6 cost=share basis in combination with other moneys available to 23 7 the department from a state or federal source. 23 8 8. Not more than 10 percent of the moneys appropriated in 23 9 this section may be used to pay for the costs of administering 23 10 and implementing the water quality initiative by the 23 11 department's division of soil conservation and water quality as 23 12 provided in section 466B.42 and this section. 23 13 DIVISION VII 23 14 IOWA RESOURCES ENHANCEMENT AND PROTECTION (REAP) FUND 23 15 SPECIAL PROVISIONS 23 16 Sec. 23. 2017 Iowa Acts, chapter 168, is amended by adding 23 17 the following new section: 23 18 NEW SECTION. SEC. 56. REAP ==== IN LIEU OF GENERAL FUND 23 19 APPROPRIATION. After the allocation of moneys provided in subsection 1, 24 6 all remaining unobligated and unencumbered moneys in the Iowa 24 7 resources enhancement and protection fund shall be allocated as 24 8 otherwise required in section 455A.19. 24 9 Sec. 25. 2017 Iowa Acts, chapter 168, is amended by adding 24 10 the following new section: 24 11 NEW SECTION. SEC. 58. REAP ==== OPEN SPACES ACCOUNT ==== 24 12 STATE PARK MAINTENANCE AND REPAIR. Notwithstanding section 24 13 455A.19, subsection 1, paragraph "a", subparagraph (1), of 24 14 the moneys allocated to the open spaces account of the Iowa 24 15 resources enhancement and protection fund, up to $1,000,000 may 24 16 be used by the department of natural resources for state park 24 17 maintenance and repair for the fiscal year beginning July 1, 24 18 2018, and ending on June 30, 2019. 24 19 DIVISION VIII 24 20 IOWA CODE CHANGES 24 21 Sec. 26. NEW SECTION. 455B.262B Cooperation with the state 24 22 geologist. 24 23 The department may request and shall receive assistance from 24 24 the state geologist pursuant to section 456.14 to allow for the 24 25 allocation and use of water resources, and the preclusion of 24 26 conflicts among users of water resources, as provided in this 24 27 part. 24 28 Sec. 27. NEW SECTION. 456.14 Water resource management. 24 29 1. The state geologist shall maintain historical data, 24 30 collect existing data, and compile new data regarding water 24 31 resources, including surface water sources and groundwater 24 32 sources, and geological formations that impact upon those water 24 33 resources. Such data shall be managed in a manner that allows 24 34 it to be made available for use by the department of natural 24 35 resources and the public. 25 1 2. The state geologist shall measure, assess, and evaluate 25 2 groundwater sources and subsurface geological formations in 25 3 a manner that assists the department of natural resources in 25 4 optimizing allocations and uses of groundwater sources in 25 5 this state, including as provided in chapter 455B, division 25 6 III, part 4. The state geologist may use data described in 25 7 subsection 1 to measure, assess, and evaluate all of the 25 8 following: 25 9 a. The sustainability and existing or potential 25 10 vulnerabilities of groundwater sources. 25 11 b. The risk, prediction, or indication of drought, the 25 12 impacts of drought, and the presence, intensity, or duration 25 13 of drought conditions. 25 14 c. Subsurface geologic hazards to groundwater resources. 25 15 d. The recharge of groundwater sources, including recharge 25 16 rates. 25 17 e. The presence of reserves of groundwater sources. 25 18 f. The potential of groundwater sources present in 25 19 subsurface geologic formations. 25 20 3. The state geologist shall develop and use management 25 21 tools, computer programming, or modeling as necessary or 25 22 convenient to administer this section. 25 23 4. The state geologist shall prepare, use, and make 25 24 available maps or other methods of presentation that provide 25 25 for the geospatial visualization of data described in 25 26 subsection 1 as necessary or convenient to administer this 25 27 section. 25 28 5. Upon request by the department of natural resources, the 25 29 state geologist shall assist the department in regulating water 25 30 quantity from water resources as provided in section 455B.262B. 25 31 EXPLANATION 25 32 The inclusion of this explanation does not constitute agreement with 25 33 the explanation's substance by the members of the general assembly. 25 34 GENERAL. This bill relates to agriculture and natural 25 35 resources by making appropriations for the fiscal year 26 1 beginning July 1, 2018, and ending June 30, 2019, to support 26 2 related entities, including the department of agriculture and 26 3 land stewardship (DALS), the department of natural resources 26 4 (DNR), Iowa state university of science and technology (ISU), 26 5 and the state university of Iowa (UI). 26 6 The bill primarily appropriates moneys to DALS and DNR. 26 7 The appropriations are made to support those departments 26 8 for administration, regulation, and enforcement of certain 26 9 programs. The bill requires the departments to submit 26 10 quarterly reports to the general assembly and department of 26 11 management regarding the expenditure of appropriated moneys. 26 12 The bill also provides moneys to support specific programs 26 13 or projects administered by those departments. The bill 26 14 appropriates moneys from a number of sources, including the 26 15 general fund of the state (general fund), including a number 26 16 of major funds, including the state fish and game protection 26 17 fund (Code section 456A.17), the groundwater protection fund 26 18 (Code section 455E.11), and the environment first fund (EFF) 26 19 (Code section 8.57A). The bill also appropriates moneys from 26 20 a number of other sources, including unclaimed pari=mutuel 26 21 wagering winnings (Code section 99D.13), the renewable fuel 26 22 infrastructure fund (Code section 159A.16), the special 26 23 snowmobile fund (Code section 321G.7), and the unassigned 26 24 revenue fund (uncodified). The bill is organized into 26 25 divisions. 26 26 DALS ==== GENERAL FUND APPROPRIATION. For DALS, the bill 26 27 appropriates moneys from the general fund in order to support 26 28 its administrative divisions, including consumer protection 26 29 and industry services, soil conservation, and food safety and 26 30 animal health. Moneys are transferred to ISU to support its 26 31 midwest grape and wine institute. 26 32 DALS ==== MISCELLANEOUS SOURCES ==== DESIGNATED APPROPRIATIONS. 26 33 The bill appropriates moneys to DALS from several sources in 26 34 order to support a number of designated purposes, including 26 35 moneys derived from unclaimed winnings from horse and 27 1 dog races, for administration and enforcement of racing 27 2 regulations; and moneys credited to the renewable fuel 27 3 infrastructure fund for purposes of motor fuel inspection 27 4 and auditing biofuel processing and production. The bill 27 5 also requires DALS to expend remaining moneys credited to the 27 6 watershed improvement fund to support the continuation of a 27 7 statewide voluntary farm management demonstration program to 27 8 demonstrate the effectiveness and adaptability of emerging 27 9 practices in agronomy that protect water resources and provide 27 10 other environmental benefits. The fund had been used to 27 11 support watershed improvement grants under Code chapter 466A 27 12 prior to its repeal and DALS is required to manage the moneys 27 13 until expended. 27 14 DALS ==== SPECIAL GENERAL FUND APPROPRIATIONS. The bill 27 15 makes special appropriations from the general fund to DALS in 27 16 order to support specific purposes including milk inspection, 27 17 the local food and farm program, an agricultural education 27 18 organization, and assistance to farmers with disabilities. The 27 19 bill also appropriates moneys to DALS for deposit in the animal 27 20 disease preparedness and response fund (Code section 163.3B). 27 21 DALS ==== GENERAL FUND APPROPRIATIONS ==== WATER QUALITY 27 22 INITIATIVE (WQI). The bill appropriates moneys from the 27 23 general fund to DALS for deposit in the water quality 27 24 initiative fund (Code section 466B.45) to support the WQI, 27 25 including high=priority watershed projects. 27 26 DNR ==== GENERAL FUND AND OTHER MAJOR FUNDS APPROPRIATIONS. 27 27 The bill makes appropriations from the general fund and several 27 28 major funds to DNR in order to support its administrative 27 29 divisions involving natural resources and environmental 27 30 protection including moneys credited to the state fish and 27 31 game protection fund and moneys credited to the groundwater 27 32 protection fund that are not otherwise statutorily allocated. 27 33 DNR ==== MISCELLANEOUS SOURCES ==== DESIGNATED APPROPRIATIONS. 27 34 The bill appropriates moneys to DNR from a number of sources 27 35 to support designated purposes, including moneys deposited in 28 1 the special snowmobile fund to provide for administering and 28 2 enforcing the state snowmobile programs; and moneys deposited 28 3 in the unassigned revenue fund for purposes of paying for 28 4 administration of DNR's underground storage tanks section. 28 5 DNR ==== SPECIAL GENERAL FUND APPROPRIATIONS. The bill also 28 6 makes special appropriations from the general fund to DNR 28 7 in order to support specific purposes including floodplain 28 8 management and dam safety and forestry health management 28 9 programs. 28 10 ISU ==== SPECIAL GENERAL FUND APPROPRIATION. The bill 28 11 appropriates moneys from the general fund to ISU to support the 28 12 operation of the veterinary diagnostic laboratory operated by 28 13 the college of veterinary medicine. 28 14 DALS, DNR, AND UI ==== EFF GENERAL APPROPRIATIONS. The 28 15 bill appropriates moneys from the EFF to support a number 28 16 of programs administered by DALS and DNR. For DALS, the 28 17 moneys are appropriated to support programs involving soil 28 18 conservation, watershed protection and nutrient management, 28 19 and the loess hills development and conservation fund. For 28 20 DNR, moneys are appropriated to support programs involving 28 21 state parks, geographic information systems, water quality 28 22 monitoring, public water supplies, regulation of animal feeding 28 23 operations, air quality, and floodplain management and dam 28 24 safety. The bill also appropriates moneys from EFF to UI to 28 25 support the geological and water survey for its operations and 28 26 to measure, assess, and evaluate water quantity sources and 28 27 assist DNR in regulating water quantity. 28 28 DALS ==== EFF SPECIAL WQI APPROPRIATION. The bill 28 29 appropriates additional moneys from the EFF to the water 28 30 quality initiative fund to support the WQI administered by 28 31 DALS, subject to the same conditions applicable to moneys 28 32 appropriated to that fund from the general fund. 28 33 IOWA RESOURCES ENHANCEMENT AND PROTECTION (REAP) FUND ==== 28 34 SPECIAL PROVISIONS. The bill also appropriates moneys from 28 35 the EFF to the REAP fund in lieu of the $20 million standing 29 1 limited appropriation from the general fund (Code section 29 2 455A.18). The bill appropriates moneys from the REAP fund to 29 3 DNR to support the regular maintenance and operations of state 29 4 parks and staff prior to allocations made from the fund. DNR 29 5 is also authorized to use moneys allocated to the fund's open 29 6 spaces account for state park maintenance and repair. 29 7 IOWA CODE CHANGES. The bill provides that DNR request 29 8 cooperation with the state geologist and requires the state 29 9 geologist to maintain, collect, and compile data regarding 29 10 water resources, including surface water sources and 29 11 groundwater sources, and geological formations that impact upon 29 12 those water resources. The state geologist is also required 29 13 to measure, assess, and evaluate groundwater sources and 29 14 subsurface geological formations in a manner that assists DNR 29 15 in optimizing allocations and uses of groundwater sources in 29 16 this state.
