  1  1    Section 1.  NEW SECTION.  232.23A  Authority to lock the
  1  2 facility.
  1  3    The administrator in charge of any secure or nonsecure
  1  4 facility for the detention or custody of juveniles shall have
  1  5 the authority to lock a door within the facility provided that
  1  6 any juvenile locked within the facility is not a juvenile who
  1  7 has been placed in the facility pursuant to any child in need
  1  8 of assistance proceeding. For purposes of this section, "lock"
  1  9 means a device to secure a door that is operated by a key, a
  1 10 combination, or an electronic system.
  1 11                           EXPLANATION
  1 12 The inclusion of this explanation does not constitute agreement with
  1 13 the explanation's substance by the members of the general assembly.
  1 14    This bill permits the administrator in charge of a secure or
  1 15 nonsecure facility for the detention or custody of juveniles to
  1 16 lock a door within the facility provided any juvenile locked
  1 17 within the facility is not a juvenile who has been placed
  1 18 in the facility pursuant to any child in need of assistance
  1 19 proceeding.  The bill defines a lock as a device to secure a
  1 20 door that is operated by a key, a combination, or an electronic
  1 21 system.
