S.F. 2137 Section 1. UNIFORM STATEWIDE EMERGENCY OUTDOOR WARNING 1 SYSTEM —— TASK FORCE ESTABLISHED. 2 1. a. The director of the department of homeland security 3 and emergency management, or the director’s designee, shall 4 convene a task force that includes members representing the 5 departments of homeland security and emergency management, 6 public defense, public safety, and education, private 7 sector meteorologists, and cities, counties, townships, and 8 unincorporated areas of varying populations and geographic 9 areas of the state. The objective of the task force shall be to 10 establish common guidelines across the state for the activation 11 of emergency outdoor warning systems. 12 b. The task force shall collect and analyze data relating to 13 the criteria for emergency outdoor warning system activation 14 and the extent to which the criteria varies, and the varying 15 procedures for activation of emergency outdoor warning 16 systems. Based on this analysis, the task force shall develop 17 recommendations for standardizing emergency outdoor warning 18 system activation, and a set of best practices regarding the 19 operation and maintenance of such systems. 20 2. The task force shall submit a report summarizing its 21 findings and recommendations to the governor and the general 22 assembly by January 1, 2015. 23 EXPLANATION 24 The inclusion of this explanation does not constitute agreement with 25 the explanation’s substance by the members of the general assembly. 26 This bill establishes a uniform statewide emergency outdoor 27 warning system task force. 28 The bill requires the director of the department of homeland 29 security and emergency management, or the director’s designee, 30 to convene a task force that includes members representing the 31 departments of homeland security and emergency management, 32 public defense, public safety, and education, private 33 sector meteorologists, and cities, counties, townships, and 34 unincorporated areas of varying populations and geographic 35 -1- LSB 5345XS (5) 85 rn/nh 1/ 2
