Section
1.
Section
321.34,
Code
2014,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
27.
Sullivan
brothers’
award
of
valor
3
plates.
4
a.
An
owner
referred
to
in
subsection
12
who
was
awarded
5
the
Sullivan
brothers’
award
of
valor,
or
is
the
spouse
of
a
6
person
who
received
the
award,
may
order
special
registration
7
plates
bearing
a
Sullivan
brothers’
award
of
valor
processed
8
emblem
upon
written
application
to
the
department
and
9
presentation
of
satisfactory
supporting
documentation
as
10
determined
by
the
department.
The
Sullivan
brothers’
award
11
of
valor
distinguishing
processed
emblem
shall
be
designed
by
12
the
department
in
cooperation
with
the
commissioner
of
public
13
safety.
The
special
plate
fees
collected
by
the
director
under
14
subsection
12,
paragraphs
“a”
and
“c”
,
from
the
issuance
and
15
annual
validation
of
letter-number
designated
and
personalized
16
Sullivan
brothers’
award
of
valor
plates
shall
be
paid
monthly
17
to
the
treasurer
of
state
and
deposited
in
the
road
use
tax
18
fund.
The
treasurer
of
state
shall
transfer
monthly
from
the
19
statutory
allocations
fund
created
under
section
321.145,
20
subsection
2,
to
the
special
olympics
fund
created
in
section
21
8.8
the
amount
of
the
special
fees
collected
under
subsection
22
12,
paragraph
“a”
,
in
the
previous
month
for
Sullivan
brothers’
23
award
of
valor
plates.
24
b.
The
surviving
spouse
of
a
person
who
received
the
25
Sullivan
brothers’
award
of
valor
may
continue
to
use
or
apply
26
for
and
use
the
special
plates
subject
to
registration
of
the
27
special
plates
in
the
surviving
spouse’s
name
and
upon
payment
28
of
the
annual
five-dollar
special
plate
fee
and
the
regular
29
annual
registration
fee
for
the
vehicle.
If
the
surviving
30
spouse
remarries,
the
surviving
spouse
shall
return
the
special
31
plates
to
the
department
and
the
department
shall
issue
regular
32
registration
plates
to
the
surviving
spouse.

subsection

paragraph
b,

(3),
Code
2014,
is
amended
to
read
as
follows:

amounts
required
to
be
transferred
pursuant
to
1
section
321.34
from
revenues
available
under
this
subsection
2
shall
be
transferred
and
credited
as
provided
in
section
3
321.34,
subsections
7,
10,
10A,
11,
11A,
11B,
13,
16,
17,
18,
4
19,
20,
20A,
20B,
20C,
21,
22,
23,
24,
25,
and
26
,
and
27
for
5
the
various
purposes
specified
in
those
subsections.

EXPLANATION
7
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
8
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
provides
for
the
issuance
of
special
Sullivan
10
brothers’
award
of
valor
motor
vehicle
registration
plates.
11
The
department
of
transportation,
in
cooperation
with
the
12
commissioner
of
public
safety,
is
directed
to
design
a
Sullivan
13
brothers’
award
of
valor
distinguishing
processed
emblem.
14
Special
plates
bearing
the
emblem
will
be
available
to
a
person
15
who
was
awarded
the
Sullivan
brothers’
award
of
valor
and
to
16
the
spouse
of
a
person
who
received
the
award.
The
fee
for
17
issuance
of
the
special
plates
is
$25,
and
the
annual
renewal
18
fee
is
$5.
Both
fees
are
in
addition
to
the
regular
annual
19
registration
fee
for
the
vehicle.
The
special
plate
fees
are
20
credited
to
the
road
use
tax
fund,
but
an
equivalent
amount
is
21
to
be
transferred
from
the
statutory
allocations
fund
to
the
22
special
olympics
fund.
The
special
Sullivan
brothers’
award
23
of
valor
plates
will
also
be
available
as
personalized
plates,
24
subject
to
the
additional
$25
personalized
plate
fee
and
the
$5
25
annual
renewal
fee
for
those
plates.
26
The
bill
provides
that
the
surviving
spouse
of
a
person
who
27
was
awarded
the
Sullivan
brothers’
award
of
valor
may
also
28
apply
for
the
special
plates
or
may
continue
to
use
the
special
29
plates
issued
to
the
deceased
spouse.
Upon
remarriage,
the
30
surviving
spouse
must
return
the
plates
to
the
department.
