S.F. 2044 Section 1. STUDY ON ADDITIONAL WEIGHTING OF NONPUBLIC 1 SCHOOLS FOR HIGH SCHOOL ATHLETICS. 2 1. The Iowa high school athletic association and the Iowa 3 girls high school athletic union are requested to jointly 4 conduct a study to determine if nonpublic schools in this state 5 should receive additional weighting in comparison to public 6 schools for purposes of determining which classification a 7 school participates in for a high school sport. 8 2. The Iowa high school athletic association and the 9 Iowa girls high school athletic union shall consult affected 10 stakeholders in conducting the study. To the extent feasible, 11 public and nonpublic schools and the department of education 12 shall assist the Iowa high school athletic association and 13 the Iowa girls high school athletic union in gathering any 14 necessary information upon request. The Iowa high school 15 athletic association and the Iowa girls high school athletic 16 union may schedule public hearings to facilitate the gathering 17 of information. 18 3. The Iowa high school athletic association and the Iowa 19 girls high school athletic union are requested to submit a 20 joint report with their findings and recommendations to the 21 general assembly and the governor by January 1, 2021. In 22 the report, the Iowa high school athletic association and 23 the Iowa girls high school athletic union shall describe the 24 feasibility of providing additional weighting to nonpublic 25 schools and provide recommendations on how such weighting could 26 be calculated in order to promote the most equitable outcomes 27 achievable for nonpublic and public schools participating in 28 high school athletics in this state. 29 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate 30 importance, takes effect upon enactment. 31 EXPLANATION 32 The inclusion of this explanation does not constitute agreement with 33 the explanation’s substance by the members of the general assembly. 34 This bill requests that the Iowa high school athletic 35 -1- LSB 5755XS (3) 88 je/jh 1/ 2
S.F. 2044 association (IHSAA) and the Iowa girls high school athletic 1 union (IGHSAU) jointly conduct a study to determine if 2 nonpublic schools in this state should receive additional 3 weighting in comparison to public schools for purposes of 4 determining which classification a school participates in for 5 a high school sport. Currently, a high school’s enrollment 6 is the only factor in assigning a classification. The bill 7 provides for the gathering of information by the IHSAA and 8 IGHSAU to facilitate the study. 9 The bill requests that the IHSAA and IGHSAU submit a joint 10 report with their findings and recommendations to the general 11 assembly and the governor by January 1, 2021. The report would 12 describe the feasibility of providing additional weighting 13 to nonpublic schools and provide recommendations on how such 14 weighting could be calculated in order to promote the most 15 equitable outcomes achievable for nonpublic and public schools 16 participating in high school athletics in Iowa. 17 The bill takes effect upon enactment. 18 -2- LSB 5755XS (3) 88 je/jh 2/ 2
