  1  1    Section 1.  Section 99D.5, subsection 1, Code 2018, is
  1  2 amended to read as follows:
  1  3    1.  A state racing and gaming commission is created within
  1  4 the department of inspections and appeals consisting of five
  1  5 members who shall be appointed by the governor subject to
  1  6 confirmation by the senate, and who shall serve not to exceed
  1  7 a three=year term at the pleasure of the governor.  A person
  1  8 shall not be appointed for a term on the commission if the term
  1  9 would result in the person serving more than a total of two
  1 10 complete consecutive terms as a member of the commission. The
  1 11 term of each member shall begin and end as provided in section
  1 12 69.19.
  1 13    Sec. 2.  APPLICABILITY.  This Act applies to appointments
  1 14 of members to the racing and gaming commission for terms
  1 15 commencing on or after the effective date of this Act.
  1 16                           EXPLANATION
  1 17 The inclusion of this explanation does not constitute agreement with
  1 18 the explanation's substance by the members of the general assembly.
  1 19    This bill provides that a member of the state racing and
  1 20 gaming commission shall not serve more than two complete
  1 21 consecutive terms as a member of the commission.  The bill
  1 22 applies to appointments to the commission for terms commencing
  1 23 on or after the effective date of the bill.
