S.F. 204 Section 1. TASK FORCE ON THE PREVENTION OF SEXUAL ABUSE OF 1 CHILDREN. 2 1. A task force on the prevention of sexual abuse of 3 children is established consisting of the following members: 4 a. Four members of the general assembly serving as ex 5 officio, nonvoting members, with not more than one member from 6 each chamber being from the same political party. The two 7 senators shall be appointed one each by the majority leader 8 of the senate after consultation with the president of the 9 senate and by the minority leader of the senate. The two 10 representatives shall be appointed one each by the speaker 11 of the house of representatives after consultation with the 12 majority leader of the house of representatives and by the 13 minority leader of the house of representatives. 14 b. The director of the department of human services or the 15 director’s designee. 16 c. The director of the department of education or the 17 director’s designee. 18 d. The director of the department of public health or the 19 director’s designee. 20 e. The state court administrator or the state court 21 administrator’s designee. 22 f. A representative of the Iowa county attorneys 23 association, appointed by the president of that association. 24 g. A representative of the chief juvenile court officers, 25 appointed by the chief justice of the supreme court. 26 h. A representative of a statewide professional teachers’ 27 organization, appointed by the president of that organization. 28 i. A representative of an organization involved in the 29 prevention of child abuse in this state, appointed by the 30 director of the department of human services. 31 j. A representative of an organization representing school 32 administrators in this state, appointed by the president of 33 that organization. 34 k. S.F. 204 boards of school districts in this state, appointed by the 1 executive director of that organization. 2 l. A representative of the Iowa psychological association, 3 appointed by the president of that organization. 4 m. A representative of the Iowa coalition against 5 sexual assault, appointed by the executive director of that 6 organization. 7 n. A representative of prevent child abuse Iowa, appointed 8 by the executive director of that organization. 9 o. A child abuse expert employed by or under contract with 10 one of Iowa’s nationally accredited child protection centers, 11 appointed by the director of the regional child protection 12 center located in Des Moines. 13 2. Members of the task force shall be individuals who are 14 actively involved in the fields of child abuse prevention 15 covered by child welfare. To the extent possible, appointment 16 of members shall reflect the geographic diversity of the state. 17 The members of the task force shall serve without compensation 18 and shall not be reimbursed for their expenses. 19 3. The director of the organization under contract 20 to administer child abuse prevention program funds under 21 section 235A.1, or the director’s designee, shall convene the 22 organizational meeting of the task force. The task force shall 23 elect from among its members a chairperson. Meetings shall be 24 held at the call of the chairperson or at the request of two or 25 more task force members. Six members shall constitute a quorum 26 and the affirmative vote of six members shall be necessary for 27 any action taken by the task force. 28 4. The organization under contract to administer child 29 abuse prevention program funds under section 235A.1 shall 30 provide staff support to the task force. 31 5. The task force shall consult with employees of the 32 department of human services, the Iowa coalition against sexual 33 assault, the department of public safety, the state board 34 of education, and any other state agency or department as 35 -2- LSB 1560SV (4) 84 kh/sc 2/ 5
S.F. 204 necessary to accomplish the task force’s responsibilities under 1 this section. 2 6. The task force shall develop a model policy addressing 3 sexual abuse of children that may include but is not limited 4 to the following: 5 a. Age-appropriate curricula for students enrolled in 6 prekindergarten through grade five. 7 b. Training options for school personnel on child sexual 8 abuse. 9 c. Educational information for parents and guardians that 10 may be provided in the school handbook and may include the 11 warning signs of a child being abused, along with any needed 12 assistance, referral, or resource information. 13 d. Counseling options and resources available statewide for 14 students affected by sexual abuse. 15 e. Emotional and educational support services that may be 16 available for a child of abuse to continue to be successful in 17 school. 18 f. Methods for increasing teacher, student, and parent 19 awareness of issues regarding sexual abuse of children, 20 including but not limited to knowledge of likely warning signs 21 indicating that a child may be a victim of sexual abuse. 22 g. Actions that a child who is a victim of sexual abuse 23 should take to obtain assistance and intervention. 24 7. The task force shall make recommendations for preventing 25 the sexual abuse of children in Iowa. In making those 26 recommendations, the task force shall do the following: 27 a. Gather information concerning child sexual abuse 28 throughout the state. 29 b. Receive reports and testimony from individuals, state 30 and local agencies, community-based organizations, and other 31 public and private organizations. 32 c. Create goals for state policy that would prevent child 33 sexual abuse. 34 d. Submit a final report with its recommendations to the 35 -3- LSB 1560SV (4) 84 kh/sc 3/ 5
S.F. 204 governor and the general assembly on or before January 16, 1 2012. The recommendations may include proposals for specific 2 statutory changes and methods to foster cooperation among state 3 agencies and between the state, local school districts, and 4 other local governments. 5 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 6 immediate importance, takes effect upon enactment. 7 EXPLANATION 8 This bill establishes a task force on the prevention of 9 sexual abuse of children in Iowa. 10 The task force on the prevention of sexual abuse of children 11 consists of four members of the general assembly serving as ex 12 officio, nonvoting members; the directors of the departments 13 of human services, education, and public health or the 14 directors’ designees; the state court administrator or the 15 state court administrator’s designee; and representatives of 16 the Iowa county attorneys association, the chief juvenile court 17 officers, a statewide professional teachers’ organization, an 18 organization involved in the prevention of child abuse in this 19 state, an organization representing school administrators in 20 this state, an organization representing the boards of school 21 districts in this state, the Iowa psychological association, 22 the Iowa coalition against sexual assault, prevent child 23 abuse Iowa, and Iowa’s nationally accredited child protection 24 centers. 25 The members of the task force serve without compensation and 26 shall not be reimbursed for their expenses. The organization 27 under contract to administer child abuse prevention program 28 funds under Code section 235A.1 shall provide staff support to 29 the task force. 30 The task force shall consult with employees of the 31 department of human services, the Iowa coalition against sexual 32 assault, the department of public safety, the state board 33 of education, and any other state agency or department as 34 necessary to accomplish the task force’s responsibilities. 35 -4- LSB 1560SV (4) 84 kh/sc 4/ 5

The policy may include an 2 age-appropriate curriculum for students enrolled in 3 prekindergarten through grade five; training options for 4 school personnel on child sexual abuse; educational and 5 other information for parents and guardians; counseling and 6 resources for students affected by sexual abuse; emotional 7 and educational support for a child of abuse to continue to 8 be successful in school, methods for increasing awareness of 9 issues regarding sexual abuse of children, and actions that a 10 child who is a victim of sexual abuse should take to obtain 11 assistance and intervention. 12 The task force shall make recommendations for reducing child 13 sexual abuse in Iowa and in making those recommendations shall 14 gather information concerning child sexual abuse throughout the 15 state; receive reports and testimony from individuals, state 16 and local agencies, community-based organizations, and other 17 public and private organizations; create goals for state policy 18 that would prevent child sexual abuse; and submit a final 19 report with its recommendations to the governor and the general 20 assembly on or before January 16, 2012.
