S.F. 190 Section 1. VETERANS’ NEEDS ASSESSMENT TASK FORCE. 1 1. The department of veterans affairs shall convene a task 2 force of stakeholders to conduct a veterans’ needs assessment. 3 In addition, the needs assessment shall include an assessment 4 of the needs of current members of the national guard, reserve, 5 or regular component of the armed forces of the United States. 6 2. Membership on the task force shall include 7 representatives of the commission of veterans affairs, the 8 county commissions of veteran affairs, the military division 9 of the department of public defense, the department of human 10 services, the department of workforce development, the Iowa 11 finance authority, the council on homelessness, the community 12 colleges, and the board of regents. 13 3. The task force shall develop a statewide evaluation 14 system to assess the needs of veterans and service members. 15 Items for consideration by the task force shall include but not 16 be limited to the following: 17 a. Access to benefits. 18 b. Employment. 19 c. Education. 20 d. Housing and homelessness. 21 e. Financial literacy and poverty. 22 f. Health, mental health, and other health-related systems. 23 g. Family needs. 24 h. Substance abuse. 25 i. Infrastructure for the provision of services to veterans 26 and members. 27 4. The task force shall survey veterans’ and members’ needs 28 throughout the different counties and regions of the state and 29 shall submit a report containing findings and recommendations 30 to the general assembly by January 15, 2014. 31 5. The department of veterans affairs shall provide staff 32 assistance and administrative support to the task force. 33 EXPLANATION 34 This bill creates a veterans’ needs assessment task force 35 -1- LSB 1816XS (2) 85 aw/sc 1/ 2

The task force 1 shall conduct a veterans’ needs assessment which also addresses 2 the needs of current members of the national guard, reserve, 3 or regular component of the armed forces of the United States. 4 The task force shall collaborate to survey veterans’ and 5 service members’ needs throughout the state and shall submit a 6 report containing findings and recommendations to the general 7 assembly by January 15, 2014. 8 Membership on the task force shall include representatives 9 of the commission of veterans affairs, the county commissions 10 of veteran affairs, the military division of the department 11 of public defense, the department of human services, the 12 department of workforce development, the Iowa finance 13 authority, the council on homelessness, the community colleges, 14 and the board of regents. 15 -2- LSB 1816XS (2) 85 aw/sc 2/ 2
