  1  1    Section 1.  Section 257.8, subsection 2, Code 2015, is
  1  2 amended to read as follows:
  1  3    2.  Categorical state percent of growth.  The categorical
  1  4 state percent of growth for the budget year beginning July 1,
  1  5 2012, is two percent. The categorical state percent of growth
  1  6 for the budget year beginning July 1, 2013, is two percent.
  1  7 The categorical state percent of growth for the budget year
  1  8 beginning July 1, 2014, is four percent.  The categorical state
  1  9 percent of growth for the budget year beginning July 1, 2015,
  1 10 is four percent. The categorical state percent of growth for
  1 11 each budget year shall be established by statute which shall
  1 12 be enacted within thirty days of the submission in the year
  1 13 preceding the base year of the governor's budget under section
  1 14 8.21. The establishment of the categorical state percent of
  1 15 growth for a budget year shall be the only subject matter of
  1 16 the bill which enacts the categorical state percent of growth
  1 17 for a budget year. The categorical state percent of growth
  1 18 may include state percents of growth for the teacher salary
  1 19 supplement, the professional development supplement, the early
  1 20 intervention supplement, and the teacher leadership supplement.
  1 21    Sec. 2.  CODE SECTION 257.8 ==== IMPLEMENTATION.  The
  1 22 requirement of section 257.8, subsection 2, regarding the
  1 23 enactment of bills establishing the categorical state percent
  1 24 of growth within thirty days of the submission in the year
  1 25 preceding the base year of the governor's budget does not apply
  1 26 to this Act.
  1 27    Sec. 3.  EFFECTIVE UPON ENACTMENT.  This Act, being deemed of
  1 28 immediate importance, takes effect upon enactment.
  1 29                           EXPLANATION
  1 30 The inclusion of this explanation does not constitute agreement with
  1 31 the explanation's substance by the members of the general assembly.
  1 32    This bill establishes a categorical state percent of growth
  1 33 of 4 percent for the school budget year beginning July 1, 2015.
  1 34    The requirement of Code section 257.8(2) regarding the
  1 35 enactment of bills establishing the categorical state percent
  2  1 of growth within 30 days of the submission in the year
  2  2 preceding the base year of the governor's budget does not apply
  2  3 to the bill.
  2  4    The bill takes effect upon enactment.
