1.
FOOD
BANKS
——
APPROPRIATION.

1.
Notwithstanding
section
8.57,
subsection
1,
paragraph
2
“b”,
of
the
surplus
existing
in
the
general
fund
of
the
state

at
the
conclusion
of
the
fiscal
year
ending
June
30,
2020,
4
there
is
appropriated
to
the
department
of
human
services
for
5
the
fiscal
year
beginning
July
1,
2020,
and
ending
June
30,
6
2021,
the
following
amount
or
so
much
thereof
as
is
necessary,

for
the
purposes
designated:

For
distribution
to
the
feeding
America
member
food
banks

located
throughout
the
state:

The
funds
appropriated
in
this
section
shall
be

distributed
among
the
food
banks
based
upon
the
percentage
of
13
the
state
population
of
the
service
area
of
the
specific
food
14
bank.

3.
At
least
twenty
percent
of
the
funds
received
by
each
16
food
bank
shall
be
used
to
assist
community
partners
in
the
17
service
area
of
the
food
bank.

4.
Notwithstanding
section
8.33,
moneys
appropriated
in
19
this
section
shall
not
revert
to
the
general
fund
of
the
state
20
at
the
close
of
the
fiscal
year,
but
shall
remain
available
for
21
the
purposes
designated.
22
Sec.
2.
EFFECTIVE
DATE.
This
Act,
being
deemed
of
immediate
23
importance,
takes
effect
upon
enactment.
24
Sec.
3.
RETROACTIVE
APPLICABILITY.
This
Act
applies
25
retroactively
to
July
1,
2020.

EXPLANATION
27
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
28
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
food
banks
in
the
state
and
provides
30
an
appropriation
from
the
surplus
in
the
general
fund
of
the
31
state
at
the
conclusion
of
the
fiscal
year
ending
June
30,
32
2020,
to
the
department
of
human
services
for
fiscal
year
33
2020-2021.
The
funds
appropriated
are
to
be
distributed
to
the
34
feeding
America
member
food
banks
located
throughout
the
state

based
on
the
percentage
of
the
state
population
of
the
service

area
served
by
the
specific
food
bank.
At
least
20
percent
of

the
funds
received
by
each
food
bank
shall
be
used
to

bank.
The
