Section
1.
CRIMINAL
JUSTICE
FAIRNESS
AND
BAIL
REFORM

INTERIM
STUDY
COMMITTEE.
The
legislative
council
shall
2
establish
an
interim
study
committee
consisting
of
five
members
3
of
the
senate,
three
of
whom
shall
be
appointed
by
the
majority
4
leader
of
the
senate
and
two
of
whom
shall
be
appointed
by
5
the
minority
leader
of
the
senate,
and
five
members
of
the
6
house
of
representatives,
three
of
whom
shall
be
appointed
by
7
the
speaker
of
the
house
of
representatives
and
two
of
whom
8
shall
be
appointed
by
the
minority
leader
of
the
house
of
9
representatives.
The
committee
shall
meet
during
the
2019
10
legislative
interim.
The
committee,
in
consultation
with
the
11
justice
department,
Iowa
county
attorneys
association,
office
12
of
the
state
public
defender,
the
Iowa
state
sheriffs’
and
13
deputies’
association,
the
Iowa
peace
officers
association,
and
14
other
stakeholders,
shall
study
issues
relating
to
criminal
15
justice
fairness
and
bail
reform
in
Iowa.
The
committee
shall
16
submit
its
findings
and
recommendations
in
a
report
to
the
17
general
assembly
by
January
13,
2020,
for
consideration
by
the
18
general
assembly
during
the
2020
legislative
session.

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
an
interim
study
committee
to
review
23
and
consider
criminal
justice
fairness
and
bail
reform.
24
The
bill
provides
that
the
legislative
council
shall
25
establish
an
interim
study
committee
composed
of
members
of
the
26
senate
and
house
of
representatives
to
meet
during
the
2019
27
legislative
interim.
The
committee,
in
consultation
with
the
28
justice
department,
Iowa
county
attorneys
association,
office
29
of
the
state
public
defender,
the
Iowa
state
sheriffs’
and
30
deputies’
association,
the
Iowa
peace
officers
association,
and
31
other
stakeholders,
shall
study
issues
relating
to
criminal
32
justice
fairness
and
bail
reform
in
Iowa.
The
bill
requires

the
committee
to
