                    HOUSE RESOLUTION NO.    
                   BY  MOMMSEN, WOLFE, and McKEAN
  1  1 A Resolution commemorating the fiftieth anniversary
  1  2    of the Illowa Council of the Boy Scouts of America,
  1  3    recognizing the impact that scouting has on Iowa's
  1  4    communities, and recognizing the contributions of
  1  5    the Boy Scouts to the State of Iowa.
  1  6    WHEREAS, in 1908, British retired General Lord
  1  7 Robert Stephenson Smyth Baden=Powell established the
  1  8 Boy Scout movement in Great Britain; and
  1  9    WHEREAS, the Boy Scouts of America was founded
  1 10 in Washington, D.C., on February 8, 1910, by Chicago
  1 11 publisher William D. Boyce after the "Unknown Scout"
  1 12 aided Mr. Boyce through a dense London fog and refused
  1 13 a tip for the assistance; and
  1 14    WHEREAS, legislation establishing the federal
  1 15 charter of the Boy Scouts of America was signed into
  1 16 law by President Woodrow Wilson on June 15, 1916; and
  1 17    WHEREAS, the Buffalo Bill Council of the Boy Scouts
  1 18 of America and the Sac=Fox Council of the Boy Scouts of
  1 19 America merged in 1967, creating the Illowa Council of
  1 20 the Boy Scouts of America, headquartered in Davenport,
  1 21 Iowa; and
  1 22    WHEREAS, the Illowa Council serves Cedar, Clinton,
  1 23 Jackson, Muscatine, and Scott counties in Iowa and
  1 24 eight counties in western Illinois; and
  1 25    WHEREAS, the Illowa Council continues to prepare
  1 26 young people to make ethical and moral choices by
  1 27 teaching them the values of the Scout Oath and Scout
  1 28 Law; and
  2  1 WHEREAS, the Illowa Council has over 6,000
  2  2 registered youth members that it serves in its
  2  3 Scouting programs and over 2,000 registered adult
  2  4 volunteers; and
  2  5    WHEREAS, the Illowa Council of the Boy Scouts of
  2  6 America operates four main Scouting programs: Cub
  2  7 Scouts, a traditional Scouting program for elementary
  2  8 school age boys; Boy Scouts, a traditional Scouting
  2  9 program for middle school and high school age boys;
  2 10 Venturing, a high=adventure based leadership program
  2 11 for young men and women ages 13 through 20; and
  2 12 Exploring, a career=development program for young men
  2 13 and women ages 14 through 20; and
  2 14    WHEREAS, both adult and youth members strive to
  2 15 fulfill the Scout Motto of "Be Prepared" and the Scout
  2 16 Slogan of "Do a Good Turn Daily"; and
  2 17    WHEREAS, the members of the Illowa Council
  2 18 provide more than 8,000 hours of community service
  2 19 annually; NOW THEREFORE,
  2 20    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That
  2 21 the House of Representatives commemorates the fiftieth
  2 22 anniversary of the Illowa Council of the Boy Scouts of
  2 23 America, and celebrates the achievements of the Scouts,
  2 24 Ventures, Explorers, Adult Leaders and Advisors, and
  2 25 Professional Scouters in the Illowa Council; and
  2 26    BE IT FURTHER RESOLVED, That the House of
  2 27 Representatives encourages the Illowa Council of the
  2 28 Boy Scouts of America to continue promoting community
  2 29 service and leadership development; encourages the Boy
  2 30 Scouts to continue to emphasize character building,
  3  1 responsible citizenship, and outdoor stewardship; and
  3  2 applauds the Council for instilling the values of the
  3  3 Scout Oath and the Scout Law in young Americans; and
  3  4    BE IT FURTHER RESOLVED, That the Chief Clerk of the
  3  5 House of Representatives shall send sufficient copies
  3  6 of this Resolution to the Illowa Council Scout Service
  3  7 Center in Davenport to be distributed to the Council
  3  8 and each district within the Council to share with the
  3  9 registered members of the districts.
