  3    and including effective date provisions.
  4 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  491 Iowa administrative code, rule 1.7, subrule
  1  2 3, is nullified.
  1  3    Sec. 2.    This joint resolution, being deemed of immediate
  1  4 importance, takes effect upon enactment.
  1  5                           EXPLANATION
  1  6 The inclusion of this explanation does not constitute agreement with
  1  7 the explanation's substance by the members of the general assembly.
  1  8    This joint resolution nullifies an administrative rule
  1  9 adopted by the racing and gaming commission that provides that
  1 10 the commission will consider the economic impact of granting
  1 11 a license to conduct gaming in Iowa, including the impact on
  1 12 existing licenses.
  1 13     The joint resolution takes effect upon enactment.
