Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:
2
Article
V
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:
4
Use
of
other
laws.
SEC.
20.
The
courts
created
under
5
the
authority
of
this
article,
when
exercising
judicial
6
power,
shall
uphold
and
adhere
to
the
law
as
provided
in
the
7
Constitution
of
the
United
States,
the
Constitution
of
the
8
State
of
Iowa,
the
United
States
Code,
federal
regulations,
9
established
common
law,
the
Iowa
Code,
the
Iowa
administrative
10
code,
and
if
necessary
the
law
of
another
state
of
the
United
11
States
provided
the
law
of
the
other
state
does
not
include
12
Sharia
law.
The
courts
shall
not
use
the
legal
precepts
of
13
other
nations
or
cultures.
Specifically,
the
courts
shall
not
14
consider
international
law
or
Sharia
law.
The
provisions
of
15
this
section
shall
apply
to
all
cases
before
the
respective
16
courts
including
but
not
limited
to
cases
of
first
impression.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
18
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
19
to
the
general
assembly
to
be
chosen
at
the
next
general
20
election
for
members
of
the
general
assembly
and
the
secretary
21
of
state
is
directed
to
cause
it
to
be
published
for
three
22
consecutive
months
before
the
date
of
the
election
as
provided
23
by
law.

EXPLANATION
25
This
joint
resolution
proposes
an
amendment
to
the
26
Constitution
of
the
State
of
Iowa
to
require
the
Iowa
courts,
27
when
exercising
judicial
power,
to
uphold
and
adhere
to
the
28
law
as
provided
in
the
United
States
and
Iowa
constitutions,
29
federal
and
Iowa
law,
common
law,
and
the
laws
of
other
states
30
provided
the
courts
do
not
follow
including
Sharia
law.
The
31
joint
resolution
prohibits
the
court
from
using
the
legal

precepts
of
other
nations
or
cultures,
including
international

law
and
Sharia
law.
