  1  1    Section 1.  NEW SECTION.  279.70  School district building
  1  2 security plans.
  1  3    The board of directors of a school district shall establish
  1  4 a security plan for individual school buildings in the school
  1  5 district in which students are educated no later than December
  1  6 31, 2018. The board shall consider the recommendations of
  1  7 the school security task force and shall consult with local
  1  8 law enforcement agencies and the local emergency management
  1  9 coordinator in the development of the plan. The board
  1 10 shall update the plan at least every four years. The board
  1 11 shall make the plan available to all employees of the school
  1 12 district.  The board shall notify all students and parents
  1 13 or guardians of students that such a plan is in place at
  1 14 least once per school year. The notification shall include
  1 15 information about the plan but shall not include information
  1 16 described in section 22.7, subsection 50.
  1 17    Sec. 2.  SCHOOL SECURITY TASK FORCE AND REPORT.
  1 18    1.  The department of education shall establish a school
  1 19 security task force. The task force shall consist of members
  1 20 including but not limited to the following:
  1 21    a.  One member who is a representative of the department of
  1 22 education.
  1 23    b.  One member who is a representative of the department of
  1 24 public safety.
  1 25    c.  One member who is a representative of the department of
  1 26 homeland security and emergency management.
  1 27    d.  One member who is a representative of a local law
  1 28 enforcement agency.
  1 29    e.  One member who is a representative of local emergency
  1 30 management coordinators.
  1 31    f.  One member who is a representative of the Iowa
  1 32 association of school boards.
  1 33    g.  One member who is a representative of the school
  1 34 administrators of Iowa.
  1 35    h.  One member who is a representative of the Iowa state
  2  1 education association.
  2  2    i.  One member who is a representative of school resource
  2  3 officers.
  2  4    j.  One member who is a representative of parents of students
  2  5 enrolled in school districts.
  2  6    k.  One member who is a representative of the general public.
  2  7    2.  The department of education shall provide staffing
  2  8 services for the task force.
  2  9    3.  The task force shall gather information and make
  2 10 recommendations regarding all of the following:
  2 11    a.  Security measures for school buildings which can be
  2 12 implemented at a range of costs to school districts, including
  2 13 but not limited to security measures that can be implemented
  2 14 at no cost to school districts.
  2 15    b.  Means for including such security measures in the
  2 16 construction of new school buildings.
  2 17    c.  Identification of existing and potential funding sources
  2 18 for the implementation of such security measures.
  2 19    4.  The task force shall issue a report regarding its
  2 20 findings and recommendations to the governor and the general
  2 21 assembly no later than December 31, 2017. The department of
  2 22 education shall publish the report on its internet site and
  2 23 distribute the report electronically to all school districts
  2 24 in this state.
  2 25                           EXPLANATION
  2 26 The inclusion of this explanation does not constitute agreement with
  2 27 the explanation's substance by the members of the general assembly.
  2 28    This bill requires the board of directors of a school
  2 29 district to establish a security plan for individual school
  2 30 buildings in the school district in which students are educated
  2 31 no later than December 31, 2018. The bill requires the
  2 32 board to consider the recommendations of the school security
  2 33 task force established by the bill and consult with local
  2 34 law enforcement agencies and the local emergency management
  2 35 coordinator in the development of the plan. The bill requires
  3  1 the board to update the plan at least every four years. The
  3  2 bill requires the board to make the plan available to all
  3  3 employees of the school district. The bill requires the board
  3  4 to notify all students and parents or guardians of students
  3  5 that such a plan is in place at least once per school year. The
  3  6 bill provides that the notification shall include information
  3  7 about the plan but shall not include certain information that
  3  8 may be confidential.
  3  9    The bill requires the department of education to establish a
  3 10 school security task force and provide staffing for the task
  3 11 force. The bill provides for the membership of the task force.
  3 12    The task force is required to gather information and
  3 13 make recommendations regarding security measures for school
  3 14 buildings which can implemented at a range of costs, means for
  3 15 including such security measures in the construction of new
  3 16 school buildings, and identification of existing and potential
  3 17 funding sources for the implementation of such security
  3 18 measures. The task force is required to issue a report
  3 19 regarding its findings and recommendations to the governor and
  3 20 the general assembly no later than December 31, 2017. The
  3 21 department of education is required to publish the report on
  3 22 its internet site and distribute the report electronically to
  3 23 all school districts in this state.
