  1  1    Section 1.  Section 321.318, Code 2017, is amended to read
  1  2 as follows:
  1  3    321.318  Method of giving hand and arm signals.
  1  4    1.  All signals herein required which may be given by hand
  1  5 and arm shall when so given be given from the left side of the
  1  6 vehicle and the following manner and interpretation thereof is
  1  7 suggested:
  1  8    1.  a.  Left turn == Hand and arm extended horizontally.
  1  9    2.  b.  Right turn == Hand and arm extended upward.
  1 10    3.  c.  Stop or decrease of speed == Hand and arm extended
  1 11 downward.
  1 12    2.  Notwithstanding subsection 1, a person operating a
  1 13 bicycle may give a right=turn signal by extending the person's
  1 14 right hand and arm horizontally from the right side of the
  1 15 bicycle.
  1 16                           EXPLANATION
  1 17 The inclusion of this explanation does not constitute agreement with
  1 18 the explanation's substance by the members of the general assembly.
  1 19    Code section 321.317 currently provides that directional
  1 20 signals from a motor vehicle may be given either by hand and
  1 21 arm or by mechanical or electrical device. Under Code section
  1 22 321.318, directional signals given by hand and arm must be
  1 23 given from the left side of the vehicle. This provision is
  1 24 applicable to persons operating bicycles through Code section
  1 25 321.234. A violation of Code section 321.318 is punishable by
  1 26 a scheduled fine of $35.
  1 27    This bill provides that a person operating a bicycle may give
  1 28 a right=turn signal by extending the person's right hand and
  1 29 arm horizontally from the right side of the bicycle.
