  1  1    Section 1.  Section 8A.512A, subsection 2, unnumbered
  1  2 paragraph 1, Code 2017, is amended to read as follows:
  1  3    A claim for reimbursement for any out=of=state travel,
  1  4 conference, or related expenditures shall only be allowed after
  1  5 the occurrence of both all of the following:
  1  6    Sec. 2.  Section 8A.512A, subsection 2, Code 2017, is amended
  1  7 by adding the following new paragraph:
  1  8    NEW PARAGRAPH.  c.  If the travel is outside the country,
  1  9 the employee submits proof that the employee attended a cyber
  1 10 security briefing both before and after the travel conducted by
  1 11 the office of the chief information officer.
  1 12    Sec. 3.  Section 8B.4, Code 2017, is amended by adding the
  1 13 following new subsection:
  1 14    NEW SUBSECTION.  10A.  Conduct cyber security briefings
  1 15 for employees of the executive branch seeking reimbursement
  1 16 pursuant to section 8A.512A for travel outside the country. A
  1 17 briefing shall be conducted both before and after the travel
  1 18 and shall include information about cyber security threats
  1 19 prior to travel and an evaluation, after the travel, of any
  1 20 personal electronic devices utilized by the employee during the
  1 21 travel.
  1 22                           EXPLANATION
  1 23 The inclusion of this explanation does not constitute agreement with
  1 24 the explanation's substance by the members of the general assembly.
  1 25    This bill requires an executive branch employee seeking
  1 26 reimbursement for travel that occurs outside the country
  1 27 pursuant to Code section 8A.512A to submit proof that the
  1 28 employee attended a cyber security briefing both before
  1 29 and after the travel conducted by the office of the chief
  1 30 information officer.  Code section 8B.4, concerning duties of
  1 31 the chief information officer, is amended to require the chief
  1 32 information officer to conduct the cyber security briefings
  1 33 required by the bill.
