A
water
resources
committee
is
established.

a.
The
committee
shall
consist
of
three
members
of
the
4
senate
appointed
by
the
majority
leader
of
the
senate,
two
5
members
of
the
senate
appointed
by
the
minority
leader
of
the
6
senate,
three
members
of
the
house
of
representatives
appointed
7
by
the
speaker
of
the
house
of
representatives,
and
two
members
8
of
the
house
of
representatives
appointed
by
the
minority
9
leader
of
the
house
of
representatives.

Members
shall
be
appointed
prior
to
January
31
of
the
11
first
regular
session
of
each
general
assembly
and
shall
serve
12
for
terms
ending
upon
the
convening
of
the
following
general
13
assembly
or
when
their
successors
are
appointed,
whichever
is
14
later.
A
vacancy
shall
be
filled
in
the
same
manner
as
the
15
original
appointment
and
shall
be
for
the
remainder
of
the
16
unexpired
term
of
the
vacancy.

The
committee
shall
elect
a
chairperson
and
vice
18
chairperson.
Meetings
may
be
called
by
the
chairperson
or
a
19
majority
of
the
members.

The
members
of
the
committee
shall
be
reimbursed
for
21
actual
and
necessary
expenses
incurred
in
the
performance
22
of
their
duties
and
shall
be
paid
a
per
diem
as
specified
23
in
section
2.10
for
each
day
in
which
they
engaged
in
the
24
performance
of
their
duties.
However,
per
diem
compensation
25
and
expenses
shall
not
be
paid
when
the
general
assembly
is
26
actually
in
session
at
the
seat
of
government.
Expenses
and
27
per
diem
shall
be
paid
from
funds
appropriated
pursuant
to
28
section
2.12.

The
committee
shall:

Provide
continuing
oversight
for
water
quality
and
water
31
quantity
in
the
state,
including
oversight
of
the
Iowa
nutrient
32
reduction
strategy
and
its
implementation,
to
ensure
effective
33
and
efficient
administration
of
surface
water,
groundwater,
34
drinking
water,
and
floodwater
programs
and
initiatives.

and
expenditures,
including
the

reduction
strategy
for

the

services
agency

the

Sec.
2.
APPOINTMENT
OF
FIRST
WATER
RESOURCES
COMMITTEE

MEMBERS.
For
purposes
of
this
Act,
appointments
of
the
first
11
members
to
the
water
resources
committee
established
under
12
section
455B.200,
as
enacted
in
this
Act,
shall
be
made
by
13
January
31,
2024.

EXPLANATION
15
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
16
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
establishes
a
water
resources
committee
18
(committee).
The
committee
shall
consist
of
five
members
of
19
the
senate
and
five
members
of
the
house
of
representatives,
20
appointed
as
provided
in
the
bill.
The
committee
shall
21
elect
a
chairperson
and
vice
chairperson.
Meetings
may
be
22
called
by
the
chairperson
or
a
majority
of
the
members.
The
23
bill
provides
for
reimbursement
for
expenses
incurred
in
the
24
performance
of
duties
relating
to
the
committee.
25
The
committee
is
required
to
provide
oversight
for
water
26
quality
and
quantity
programs
and
initiatives
in
the
state,
27
including
the
Iowa
nutrient
reduction
strategy.
The
committee
28
shall
address
stakeholder
concerns,
monitor
program
costs
29
and
expenditures,
and
make
recommendations
to
the
general
30
assembly.
Every
five
years
beginning
in
2024,
the
committee
31
shall
recommend

to
the
Iowa

strategy

the

The
bill
requires
the
legislative
services
agency
to
