CHILD
CARE
ASSISTANCE
PILOT
PROGRAM.

1.
The
department
of
health
and
human
services
shall
3
establish
an
enhanced
child
care
assistance
pilot
program
to
4
provide
for
state
child
care
assistance
program
eligibility
for
5
children
of
persons
employed
full-time
as
a
child
care
provider
6
at
a
child
care
facility,
as
defined
in
section
237A.1,
7
participating
in
the
state
child
care
assistance
program.

2.
The
enhanced
child
care
assistance
pilot
program
shall
9
begin
July
1,
2023,
and
terminate
no
earlier
than
June
30,
10
2025.

3.
The
department
shall
submit
a
report
on
the
enhanced
12
child
care
assistance
pilot
program
to
the
general
assembly
13
on
or
before
March
1,
2025.
The
report
shall
include
data
14
about
the
number
of
applicants
approved
for
the
pilot
program
15
who
would
otherwise
have
been
denied
due
to
income,
the
total
16
number
of
families
served
by
the
pilot
program,
and
the
total
17
annual
costs
for
the
pilot
program.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
state
child
care
assistance
eligibility
22
for
children
of
full-time
child
care
providers.

The
bill
directs
the
department
of
health
and
human
services
24
(HHS)
to
establish
an
enhanced
child
care
assistance
pilot
25
program
(ECCAPP)
to
provide
for
state
child
care
assistance
26
program
eligibility
for
children
of
persons
employed
full-time
27
as
a
child
care
provider
at
a
child
care
facility
participating
28
in
the
state
child
care
assistance
program.

The
bill
states
the
ECCAPP
will
begin
July
1,
2023,
and
30
terminate
no
earlier
than
June
30,
2025.

The
bill
requires
HHS
to
submit
a
report
on
the
ECCAPP
to
the
32
general
assembly
on

before
March
1,
2025.
The
report
must

include
data
about
the
