  1  1    Section 1.  Section 279.28, Code 2017, is amended to read as
  1  2 follows:
  1  3    279.28  Insurance == supplies == textbooks.
  1  4    1.  The board of directors of a school district may provide
  1  5 and pay out of the general fund to insure school property a sum
  1  6 as necessary, and may purchase dictionaries, library books,
  1  7 including books for the purpose of teaching vocal music, maps,
  1  8 charts, and apparatus for the use of the schools as deemed
  1  9 necessary by the board of directors for each school building
  1 10 under its charge; and may furnish schoolbooks textbooks to
  1 11 indigent children when they are likely to be deprived of the
  1 12 proper benefits of the school unless so aided.
  1 13    2.  The board of directors of each school district shall
  1 14 prohibit administrators and teachers from granting extra
  1 15 academic credit to students who contribute school supplies for
  1 16 use in the classroom.
  1 17                           EXPLANATION
  1 18 The inclusion of this explanation does not constitute agreement with
  1 19 the explanation's substance by the members of the general assembly.
  1 20    This bill directs the board of directors of each school
  1 21 district to prohibit administrators and teachers from granting
  1 22 extra academic credit to students who contribute school
  1 23 supplies for use in the classroom.
