resources

(b)
The
moneys
appropriated
in
this
lettered
paragraph

shall
be
used
to
support
demonstration
projects
in
watersheds

generally,
including
regional
watersheds,
as
designated
by
the

division
and
high-priority
watersheds
identified
by
the
water

resources
coordinating
council.

(3)
In
supporting
projects
in
watersheds
and
subwatersheds
10
as
provided
in
subparagraph
(2),
all
of
the
following
apply:

(a)
The
demonstration
projects
must
utilize
water
quality
12
practices
as
described
in
the
latest
revision
of
the
document
13
entitled
“Iowa
Nutrient
Reduction
Strategy”
initially
presented
14
in
November
2012
by
the
department
of
agriculture
and
land
15
stewardship,
the
department
of
natural
resources,
and
Iowa
16
state
university
of
science
and
technology.
17
(b)
The
division
shall
implement
demonstration
projects
18
as
provided
in
subparagraph
division
(a)
by
providing
19
for
participation
by
persons
who
hold
a
legal
interest
in
20
agricultural
land
used
in
farming.
To
every
extent
practical,
21
the
division
shall
provide
for
collaborative
participation
by
22
such
persons
who
hold
a
legal
interest
in
agricultural
land
23
located
within
the
same
subwatershed.
24
(c)
The
division
shall
implement
demonstration
projects
on
25
a
cost-share
basis
as
determined
by
the
division.
Except
for
26
edge-of-field
practices,
the
state’s
share
of
the
amount
shall
27
not
exceed
50
percent
of
the
estimated
cost
of
establishing
the
28
practice
as
determined
by
the
division
or
50
percent
of
the
29
actual
cost
of
establishing
the
practice,
whichever
is
less.
30
(d)
The
demonstration
projects
shall
be
used
to
educate
31
other
persons
about
the
feasibility
and
value
of
establishing
32
similar
water
quality
practices.
The
division
shall
promote
33
field
day
events
for
purposes
of
allowing
interested
persons
to
34
establish
water
quality
practices
on
such
persons’
agricultural

land.

(e)
The
division
shall
conduct
water
quality
evaluations
2
within
supported
subwatersheds.
Within
a
reasonable
period
3
after
accumulating
information
from
such
evaluations,
the

division
shall
create
an
aggregated
database
of
water
quality
5
practices.
Any
information
identifying
a
person
holding
a
6
legal
interest
in
agricultural
land
or
specific
agricultural
7
land
shall
be
a
confidential
record.
8
(4)
The
moneys
appropriated
in
this
lettered
paragraph
9
shall
be
used
to
support
education
and
outreach
in
a
manner
10
that
encourages
persons
who
hold
a
legal
interest
in
11
agricultural
land
used
for
farming
to
implement
water
quality
12
practices,
including
the
establishment
of
such
practices
in
13
watersheds
generally,
and
not
limited
to
subwatersheds
or
14
high-priority
watersheds.
15
(5)
The
moneys
appropriated
in
this
lettered
paragraph
16
may
be
used
to
contract
with
persons
to
coordinate
the
17
implementation
of
efforts
provided
in
this
lettered
paragraph.
18
(6)
The
moneys
appropriated
in
this
lettered
paragraph
19
may
be
used
by
the
department
to
support
urban
soil
and
water
20
conservation
efforts,
which
may
include
but
are
not
limited
21
to
management
practices
related
to
bioretention,
landscaping,
22
the
use
of
permeable
or
pervious
pavement,
and
soil
quality
23
restoration.
The
moneys
shall
be
allocated
on
a
cost-share
24
basis
as
provided
in
chapter
161A
.
25
(7)
Notwithstanding
any
other
provision
of
law
to
the
26
contrary,
the
department
may
use
moneys
appropriated
in
27
this
lettered
paragraph
to
carry
out
the
provisions
of
this
28
paragraph
on
a
cost-share
basis
in
combination
with
other
29
moneys
available
to
the
department
from
a
state
or
federal
30
source.

Not
more
than
10
percent
of
the
moneys

MISCELLANEOUS
PROVISIONS.
Code
section
8.57C
(TRF)
is

amended
to
provide
that
the
standing
appropriation
to
TRF
from

the
general
fund
for
fiscal
years
beginning
on
or
after
July
1,
11
2024,
is
changed
to
fiscal
years
beginning
on
or
after
July
1,
12
2025,
and
to
provide
for
an
appropriation
to
TRF
from
RIIF
for
13
FY
2024-2025.

The
bill
increases
the
maximum
amount
of
financial
15
incentives
that
may
be
awarded
to
a
person
to
improve
a
retail
16
motor
fuel
site
by
installing,
replacing,
or
converting
ethanol
17
infrastructure
at
designated
tier
“I”,
“II”,
and
“III”
sites,
18
and
increases
the
total
amount
available
each
year
to
be
19
allocated
for
the
installation,
replacement,
or
conversion
of

biodiesel
infrastructure.
