SECTION

Comprehensive
transition
1
and
postsecondary
program
scholarship
program.

1.
If
moneys
are
appropriated
by
the
general
assembly
for
3
a
fiscal
year
for
the
purpose
provided
in
this
section,
the
4
college
student
aid
commission
shall
develop
and
administer
5
a
scholarship
program
to
provide
scholarships
to
individuals
6
with
intellectual,
developmental,
or
learning
disabilities
who
7
are
at
least
eighteen
years
of
age
and
who
are
enrolled
in
8
a
comprehensive
transition
and
postsecondary
program
in
this
9
state
that
has
been
approved
by
the
United
States
department
10
of
education,
to
help
offset
the
cost
associated
with
the
11
comprehensive
transition
and
postsecondary
program’s
tuition
12
and
fees.

2.
The
college
student
aid
commission
shall
establish
the
14
evaluation
criteria
to
be
used
in
evaluating
applications
for
15
scholarships
submitted
under
this
section.
Priority
shall
be
16
given
to
applicants
who
are
residents
of
Iowa.
17
3.
The
college
student
aid
commission
shall
adopt
rules
18
pursuant
to
chapter
17A
to
administer
this
section.

4.
A
comprehensive
transition
and
postsecondary
program
20
scholarship
program
fund
is
established
in
the
state
treasury.
21
The
fund
shall
be
administered
by
the
college
student
aid
22
commission
and
shall
consist
of
moneys
appropriated
by
the
23
general
assembly
and
any
other
moneys
received
by
the
college
24
student
aid
commission
for
deposit
in
the
fund.
The
moneys
in
25
the
fund
are
appropriated
to
the
college
student
aid
commission
26
for
the
comprehensive
transition
and
postsecondary
program
27
scholarship
program.
Notwithstanding
section
8.33,
moneys
in
28
the
fund
at
the
close
of
the
fiscal
year
shall
not
revert
to
29
the
general
fund
of
the
state
but
shall
remain
available
for
30
expenditure
for
the
comprehensive
transition
and
postsecondary
31
program
scholarship
program
for
subsequent
fiscal
years.
32
Notwithstanding
section
12C.7,
subsection
2,
interest
or
33
earnings
on
moneys
in
the
fund
shall
be
credited
to
the
fund.

bill

to

administer
a
scholarship
program

to
provide
scholarships

individuals
with

or

disabilities
who
are

who

in
a
comprehensive
transition

and
postsecondary
program
in
this
state
that
has
been
approved

by
the

States
department
of
education,
to
help

with

comprehensive
transition

program’s
tuition
and
fees,
if
moneys
are

appropriated
by
the
general
assembly
for
a
fiscal
year
for
this

purpose.

The
bill
requires
the
commission
to
establish
the
criteria

to
be
used
when

for
scholarships

under
the
comprehensive
transition
and
postsecondary

program
scholarship
program.
The
bill
also
requires
the

commission
to
give
priority
to
applicants
who
are
residents
of

Iowa.

the
commission
to

comprehensive

postsecondary

program.

establishes
