JUSTICE REINVESTMENT PROCESS == INTERIM STUDY 1 2 COMMITTEE. 1 3 1. The legislative council is requested to establish an 1 4 interim study committee to evaluate, study, and review the 1 5 administration of the criminal justice system by utilizing a 1 6 justice reinvestment process. 1 7 2. The committee shall engage the justice center of 1 8 the council of state governments and collaborate with 1 9 representatives appointed by the judicial branch, department 1 10 of corrections, department of justice, department of 1 11 public safety, Iowa county attorneys association, and other 1 12 stakeholders and shall review and consider data relating to the 1 13 administration of the criminal justice system with the goals 1 14 of improving public safety, reducing corrections and related 1 15 criminal justice spending, decreasing crime, and reducing 1 16 recidivism. 1 17 3. The committee shall consist of three members appointed 1 18 by the majority leader of the senate, two members appointed 1 19 by the minority leader of the senate, three members appointed 1 20 by the speaker of the house of representatives, and two 1 21 members appointed by the minority leader of the house of 1 22 representatives. 1 23 4. The committee shall issue a report to the general 1 24 assembly containing its findings and recommendations by January 1 25 1, 2019. 1 26 EXPLANATION 1 27 The inclusion of this explanation does not constitute agreement with 1 28 the explanation's substance by the members of the general assembly. 1 29 This bill requests that the legislative council establish 1 30 an interim study committee to evaluate, study, and review the 1 31 administration of the criminal justice system and utilize a 1 32 justice reinvestment process.
